Main Purpose of Job
The\r\nMaryland Department of General Services (DGS) is seeking a talented and\r\nexperienced Director to provide executive leadership and creative vision for\r\nthe Office of Energy and Sustainability (OES). The Director will develop and\r\noversee programs and activities to cost-effectively reduce energy consumption\r\nand greenhouse gas (GHG) emissions in compliance with certain state\r\nenvironmental laws, regulations, and policies. Major programs and initiatives include,\r\nbut are not limited to: purchasing electric power; advancing and overseeing\r\nenergy performance contracting and energy-reduction initiatives for all state\r\nagencies; increasing sustainable purchasing; and installing infrastructure for\r\nstate fleet electric vehicles.� The\r\nDirector will identify and secure funding for programs while overseeing the\r\noffice’s budget. The Director will provide leadership across State government,\r\nwhile also working collaboratively with staff and management from all state\r\nagencies to help achieve the State’s climate and energy management goals,\r\nincluding collaboration with other agencies and State climate initiative\r\ngroups. This position may also be\r\nassigned the management of new programs and staff as programs develop in the\r\nfuture.\r\n\r\n\r\nThe Office of Energy and\r\nSustainability (OES) is responsible for the following functions:\r\n- Purchase electricity,\r\nincluding renewable power, for all State agencies.\r\n\r\n\r\n- Oversees the State’s Energy\r\nPerformance Contracting program and manages the State Energy Database.\r\n\r\n\r\n- Chairs the Maryland Green\r\nPurchasing Committee.\r\n\r\n\r\n- Installs electric vehicle\r\ncharging infrastructure for the State fleet.\r\n\r\n\r\n- Performs energy audits and\r\ndevelops decarbonization plans for State facilities.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will\r\nbe given to applicants who possess the following�preferred\r\nqualification(s). Include clear and specific information on your\r\napplication regarding�all qualifications\r\n\r\n\r\n- Demonstrated leadership\r\nexperience managing comprehensive energy, sustainability, or climate mitigation\r\ninitiatives within a large public-sector agency or complex organization. This\r\nincludes experience with setting strategy, managing program budgets, leading\r\nstaff, and evaluating operations to meet statutory emissions and\r\nenergy-reduction goals.\r\n\r\n\r\n- Professional experience in\r\nutility management, energy contract negotiation, or power\r\npurchasing—specifically overseeing large-scale electric power acquisitions and\r\ndriving transactions toward renewable/clean energy standards (e.g.,\r\ntransitioning portfolios to 100% clean power).\r\n\r\n\r\n- Experience collaborating with\r\nhigh-level external stakeholders, legislative bodies, state agencies, or\r\ngoverning councils (such as Green Building Councils or Green Purchasing\r\nCommittees) to draft executive orders, legislative impact analyses, or cross-governmental\r\nsustainability policies.\r\n\r\n\r\n- Advance degree from an\r\naccredited college or university in either a technical or scientific field of\r\nstudy with an emphasis on sustainability, or a related field.\r\n\r\n\r\n- Minimum one year of experience\r\npurchasing energy for large commercial operations.\r\n\r\n\r\n- Minimum five years of\r\nexperience managing sustainability programs in a large organization.\r\n\r\n\r\n- Minimum five years of\r\nexperience managing staff in the government sector.\r\n\r\n\r\n- Ability to communicate\r\neffectively with and present to executives, staff, a variety of customers, and\r\nvendor representatives.\r\n\r\n\r\n- A working understanding of\r\nMaryland’s climate laws and goals.\r\n
