Main Purpose of Job
The main purpose of this position is to direct and integrate the agency's population health, innovation, informatics, communications, strategic planning, accreditation, performance management, and quality improvement functions. This position will provide agency-wide leadership for systems that support public health planning, data-informed decision-making, public accountability, community engagement, and continuous improvement.\r\n\r\nThis position will establish strategy, governance, standards, and oversight for the Population Health, Innovation, and Informatics portfolio, including comprehensive health planning, community health assessment, community health improvement planning, agency strategic planning, Public Health Accreditation Board (PHAB) accreditation and re-accreditation, collaboration on Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation activities, workforce development planning, annual reporting, health equity planning, performance management, quality improvement, grant review, communications strategy, and public-facing digital systems. This position will develop, implement, and evaluate the sustainability of major agency planning products and systems, including the Garrett County Planning Tool and MyGarrettCounty.com. This position will supervise and direct the professional, technical, planning, communications, and informatics functions needed to maintain these systems. This position will ensure that data collection, analysis, visualization, public information, digital architecture, and community engagement processes are coordinated across programs and aligned with local, State, federal, and national public health standards, including applicable accreditation standards. This position will oversee, coordinate, prioritize, and evaluate subordinate and technical functions related to communications, data science, informatics, application development, population-level epidemiology, and public information.\r\n\r\nThis position will also oversee a population health programmatic portfolio and collaborate to advance other programmatic portfolios and applicable accreditation efforts. This position will provide direction for program development, launch, implementation, deliverables, budget management, communications, grant-related planning, partner coordination, and evaluation for community-wide health initiatives. Through these activities, this position will advance the agency's mission to improve population health, strengthen public health infrastructure, promote health equity, and ensure excellence in accordance with national public health standards.\r\n
MINIMUM QUALIFICATIONS
Education:� �Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Six years of administrative staff or professional work. \r\nNotes: \r\n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. \r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. \r\n
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following:\r\n\r\n\r\n1. A Master’s degree in Public Health.\r\n\r\n\r\n2. Experience working in population health.\r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n
