POSITION DUTIES

The\r\nmain purpose of this position is to serve as the Maryland Department of Public\r\nSafety and Correctional Services’ (“DPSCS” or the “Department”) Socioeconomic\r\nLiaison. The position is responsible for the development and implementation of\r\npolicies, procedures and guidelines to facilitate effective and efficient\r\ndepartment-wide socioeconomic programs, including Minority Business Enterprise\r\n(MBE), Small Business Reserve (SBR), Veteran-Owned Small Business Enterprise\r\n(VSBE), and Small Business Preference (SBP). As the Socioeconomic Liaison, the\r\nposition serves as a link between DPSCS, the Maryland Department of Social and\r\nEconomic Mobility (DoSEM), and Department of General Services (DGS). This\r\nposition is responsible for advising and making recommendations to DPSCS\r\nProcurement Staff on issues related to socioeconomic programs. Additionally,\r\nthis position attends socioeconomic and procurement-related meetings, conducts\r\nresearch, prepares reports on issues to be reviewed by the Deputy Secretary of\r\nAdministration and other DPSCS stakeholders for corroboration and consistency\r\nin the implementation of the socioeconomic programs. \r\nIn\r\nthe Socioeconomic Liaison capacity, this individual serves as the subject\r\nmatter expert for all agency goal-setting initiatives, playing a pivotal role\r\nin the strategic oversight of the Procurement Review Group (PRG) process and\r\nworkflow within DPSCS. Key responsibilities include researching available\r\nsmall, minority, and veteran-owned businesses for solicitations; developing\r\nstandard operating procedures for market research; and ensuring the proper\r\ntraining of stakeholders across the agency. This position is responsible for\r\nthe development, implementation, monitoring, evaluation, and compliance of the\r\nMBE, VSBE, SBR, and SBP programs, and works to consistently improve program\r\nperformance throughout the Department by providing compliance and oversight on\r\nall contracts containing socioeconomic commitments - including investigating\r\ncomplaints, resolving contract issues involving MBE, VSBE, SBR, and SBP firms,\r\nand collecting and submitting required program reports to the Department and\r\ncontrol agencies. This position also represents DPSCS before elected and\r\nappointed officials, outside agencies, and at community, public, and outreach\r\nevents, and supervises two MBE Compliance Officers responsible for analysis,\r\ncompliance, reporting, and outreach.\r\nAs to the MBE Liaison\r\nOfficer requirement, this position is responsible for responsible for\r\ncoordinating agency outreach efforts to the minority business community,\r\nreviewing agency contracting procedures to ensure compliance with this chapter,\r\nassisting in the resolution of contracting issues, and for submitting required\r\nMBE program reports or information. As to the VSBE Liaison, this position is\r\nresponsible for coordinating agency outreach efforts to the veteran business\r\ncommunity, reviewing agency contracting procedures to ensure compliance with\r\nthis chapter, assisting in the resolution of contracting issues, and for\r\nsubmitting required VSBE Program reports or information. As to the SBR Liaison\r\nOfficer requirement, this position is responsible for coordinating the\r\nprocurement unit’s outreach efforts to the small business community, reviewing\r\nthe unit’s contracting procedures to ensure compliance with small business\r\nreserve requirements, assisting in the resolution of small business reserve.\r\n

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Six years of administrative staff or professional work. \r\nNotes: \r\n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. \r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. \r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who\r\npossess the following preferred qualification(s). Include clear and specific\r\ninformation on your application regarding your qualifications.\r\n\r\n Three\r\n (3) years of experience developing and implementing policies, procedures\r\n and guidelines to facilitate effective and efficient department-wide\r\n socioeconomic programs, including Minority Business Enterprise (MBE),\r\n Small Business Reserve (SBR), Veteran-Owned Small Business Enterprise\r\n (VSBE), and/or Small Business Preference (SBP).\r\n\r\n\r\n Three\r\n (3) years of experience reviewing proposed procurement solicitations,\r\n proposals to exercise options or otherwise modify the contract, and\r\n proposals to award sole-source contracts to determine eligibility within\r\n the State’s socioeconomic programs.\r\n\r\n\r\n Three\r\n (3) years of experience working with procurement officers, program\r\n managers, contractors, subcontractors, and certified MBE firms to resolve\r\n contracting and compliance issues.\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n
