Main Purpose of Job

The Equal Employment Opportunity and Outreach Director\r\nis a highly skilled non-managerial position responsible for the establishment\r\nand oversight of the agency’s EEO program and outreach for talent and business\r\ncommunity relations for the enrichment of the agency’s workforce and\r\nprocurement process. This position participates in the development,\r\nimplementation and execution of the agency’s EEO and Outreach policies,\r\nprograms, plans, and procedures.�� \r\n�\r\nThis position works closely with and supports\r\nthe Executive Director, Chief Investments Officer and HR staff to ensure\r\nalignment with the Agency’s mission statement through community network and\r\noutreach, training, and the administration of EEO policies and procedures in\r\naccordance with State and Federal EEO laws.\r\n\r\n�\r\nThe\r\nposition requires a highly motivated individual with strong customer service\r\nskills and executive vision.� The\r\nposition will focus on identifying opportunities for workforce development,\r\nincluding assisting with strategies to recruit and retain workforce talent that\r\nis diverse and free from bias. This position will be responsible for\r\ninvestigating and tracking all discrimination and harassment complaints while\r\nassisting with all American with Disabilities Act (ADA) request. This position\r\nwill also conduct and track mandatory sexual harassment prevention training for\r\nall staff.� \r\n�Maintain\r\na communication channel, engaging and consulting with the wider Maryland\r\ngovernment, community organizations and other relevant bodies for the benefit\r\nof the agency’s community outreach.\r\n�\r\nThis\r\nposition is a Special Appointment and will service at the pleasure of the Appointing Authority. \r\n

POSITION DUTIES

This position duties will include but not be limited to the\r\nfollowing: \r\n� � ����Implement and manage a governance\r\nprogram, including development of appropriate�standards, policies and processes.\r\n�\r\nDevelop and deliver training programs to\r\neducate employees on concepts and best practices that cultivate a work\r\nenvironment that fosters complimentary thought, inclusive action and team\r\nbuilding.\r\n�\r\nInvestigates complaints of\r\ndiscrimination and workplace harassment.\r\n�\r\nConsult and update agency executive\r\nmanagement and/or agency Fair Practices Officer when appropriate.\r\n�\r\nDraw conclusions based on factual\r\nevidence.\r\n�\r\nCompose determination report to be\r\nissued to the Executive Director for review and consideration. Retain\r\nsupporting documentation, including litigation, hold requests to IT on files\r\nand communication of involved parties when appropriate.\r\n�\r\nReport on claims and determinations\r\nyearly.\r\n�\r\nAttend EEO-related training to stay up\r\nto date with laws, regulations, procedures and best practices.\r\n�\r\nTo ensure that disciplinary actions\r\narising from Equal Employment Opportunity (EEO) matters are fair, consistent,\r\nlegally compliant, and aligned with organizational policy, the EEO Officer and\r\nEmployee Relations (ER) Manager must engage in timely consultation prior to\r\nfinal disciplinary recommendations. Drafts formal closeout memos to be issued\r\nto Complainant for all complaints received.\r\n�\r\nUnderstanding, and applying provisions\r\nof federal, State and local laws and regulations pertaining to EEO related\r\nlaws, regulations, programs, policies & procedures relevant to the SPMS and\r\nprograms.\r\n�\r\nReviews HR related Workday transactions\r\nto ensure EEO compliance and avoid unintended biases, including disciplinary\r\nactions.\r\n�\r\nCollaborate with senior leadership to\r\nhelp integrate programs that foster integrated missions that identify\r\nopportunities for cross-training and succession planning.\r\n�\r\nEngage staff to identify and leverage\r\nopportunities that enhance employee development and overall workplace\r\nexperience.\r\n�\r\nDesign, Plan, Develop, Update, and\r\nAdminister training programs, curriculum and materials on the ADA process and\r\nSexual Harassment Prevention Training.\r\n�\r\nPrepare ADA interactive process\r\ndocuments, reports, and memorandum. Tracks and updates all ADA cases. The\r\nEmployee Relations Manager will serve as the secondary point of contact for any\r\nADA cases that pose a conflict of interest, or to assist with caseload.\r\n�\r\nEnsure that a system has been\r\nestablished to periodically evaluate the effectiveness of the unit's overall\r\nequal employment opportunity effort.\r\n�\r\nPrepares and submits the annual EEO\r\nreport.\r\n�\r\nManages special projects directed by the\r\nExecutive Director and Chief Investment Officer and maintains confidentiality\r\nof sensitive personnel information.� \r\n�\r\nPerforms other duties as assigned.\r\n

MINIMUM QUALIFICATIONS

Education: Graduation from an\r\naccredited high school or possession of a high school equivalency certificate.\r\nExperience: Six years of\r\nadministrative staff or professional work.\r\nNotes:\r\n1. Candidates may substitute 30\r\ncollege credit hours from an accredited college or university for each year up\r\nto four years of the required experience.\r\n2. Candidates may substitute the\r\npossession of a Bachelor's degree from an accredited college or university and\r\ntwo years of experience in administrative staff or professional work for the\r\nrequired experience.\r\n3. Candidates may substitute the\r\npossession of a Master's degree from an accredited college or university for\r\nthe required experience.\r\n4. Candidates may substitute U.S.\r\nArmed Forces military service experience as a commissioned officer involving\r\nstaff work related to the administration of rules, regulations, policy,\r\nprocedures and processes, or overseeing or coordinating unit operations or\r\nfunctioning as a staff assistant to a higher ranking commissioned officer on a\r\nyear-for-year basis for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Please note that your answers to the supplemental\r\nquestionnaire must correspond to the information provided on your application\r\nto receive credit\r\nPreferred candidates will possess the following qualifications: \r\n\r\n-�Three years of experience in EEO compliance.�\r\n-�Three years of hands-on experience\r\nconducting workplace investigations involving discrimination, harassment and\r\nretaliation.�\r\n-�Experience with\r\nfederal and state EEO laws (Title VII, ADA, ADEA, FMLA intersection, etc.).\r\n\r\n-�Knowledge of\r\nWorkplace investigation best practices and anti-discrimination and anti-harassment\r\npolicies.\r\n\r\n-�Certified EEO\r\nProfessional (EEOP), Certified EEO Investigator, or SHRM certification.\r\n\r\n\r\n
