Main Purpose of Job

The Executive Director is the Chief\r\nExecutive Officer of the Maryland Health Benefit Exchange (MHBE). The incumbent\r\nis responsible for the strategic direction, leadership, and oversight of the\r\nAdministrative Services, Financial Management, Information Technology, Human\r\nResources, Marketing, and Policy & Planning areas of MHBE, which enrolls 239,707\r\nQHP members and �1.1 million� Medicaid members each year. MHBE allows\r\nindividuals seeking Medicaid coverage under the Modified Adjusted Gross Income\r\ncategories, along with individuals and small businesses, to compare health\r\nplans and purchase health insurance in the private market, enhancing\r\ncompetition and providing the same advantages available to large employer\r\ngroups.\r\n�\r\nThe Executive Director will direct,\r\nadminister, and manage the full operations of MHBE and is responsible for\r\nproviding leadership and direction in formulating MHBE's strategic objectives\r\nand bringing them to the Board of Trustees for input, discussion, and decision.\r\nThe Executive Director must develop and maintain effective relationships and\r\ncommunication with key stakeholders and the Executive and Legislative branches\r\nof federal and state government. This position reports directly to the Board of\r\nTrustees and serves at its pleasure; it oversees the entirety of MHBE's\r\nactivities, working closely with the organization's senior managers, staff, and\r\nBoard to define and execute MHBE’s mission in light of its statutory\r\nresponsibilities and the health insurance needs of individuals and small\r\nbusinesses.\r\n

POSITION DUTIES

Strategic\r\n& Organizational Leadership\r\n•\r\nSet strategic direction and lead execution across all\r\nMHBE operations, including IT, Human Resources, Marketing, Consumer Assistance,\r\nFinancial Management, Administrative Services, and Policy & Planning\r\n•\r\nFormulate MHBE's strategic objectives and bring them to\r\nthe Board of Trustees for input, discussion, and decision\r\n•\r\nEnsure operational excellence and long-term\r\nsustainability\r\n•\r\nChampion a culture aligned with MHBE's values: Diverse\r\n& Inclusive, Innovative, Collaborative, and Ethical\r\nBoard\r\n& Governance\r\n•\r\nReport directly to and work in close partnership with\r\nthe Board of Trustees\r\n•\r\nSet and manage the strategic Board agenda, prepare\r\nmaterials, and facilitate Board discussion and decision-making\r\n•\r\nKeep the Board informed on organizational performance,\r\nrisk, regulatory developments, and strategic opportunities\r\n•\r\nEnsure the organization operates in accordance with its\r\nstatutory responsibilities and Board directives\r\nPolicy, Programs & Medicaid\r\n•\r\nOversee all major programs including QHP enrollment,\r\nMedicaid enrollment in coordination with the Department of Health, reinsurance,\r\nsubsidies, and consumer assistance\r\n•\r\nManage MHBE's role in Medicaid enrollment under\r\nModified Adjusted Gross Income categories, ensuring effective coordination with\r\nstate partners\r\n•\r\nServe as the primary representative to the Governor, Legislature,\r\nBoard of Trustees, and key stakeholders\r\n•\r\nPartner with community organizations and policymakers\r\nto advance equitable access to care\r\n•\r\nEnsure responsible stewardship of public funds and\r\ncompliance with applicable statutory and regulatory requirements\r\nOperations & Internal Management\r\n•\r\nProvide day-to-day oversight and direction to internal\r\ndepartments including IT, HR, Marketing, Financial Management, Consumer\r\nAssistance, Administrative Services, and Policy & Planning\r\n•\r\nLead a technology-driven marketplace with dedicated\r\nin-house IT and marketing teams, ensuring operational stability and\r\nhigh-performing delivery\r\n•\r\nDrive innovation in affordability, enrollment, and\r\nconsumer experience\r\n•\r\nManage the organization's budget and financial\r\nperformance with fiduciary responsibility for public funds\r\nExternal Engagement\r\n•\r\nBuild and sustain effective collaboration across state\r\nagencies, federal partners, and external stakeholders\r\n•\r\nMaintain strong media and government relations in a\r\nhighly visible public leadership role\r\n•\r\nRepresent MHBE in public-facing forums and serve as the\r\nprimary voice of the organization to the media and public\r\nOperating Environment\r\nThe Executive Director operates in a\r\ndynamic and highly visible environment requiring leadership across evolving\r\nfederal and state healthcare policy, regulatory changes, and marketplace\r\noperations. MHBE has its own dedicated internal IT, marketing, and policy\r\nteams, which distinguishes it from many other state exchanges. The organization\r\nalso manages both QHP and Medicaid enrollment, requiring the Executive Director\r\nto navigate both private market and government program dynamics simultaneously.\r\n

MINIMUM QUALIFICATIONS

Required Qualifications\r\n•\r\nBachelor's Degree required; Master's Degree in Public\r\nHealth, Public Administration, Business Administration, Public Policy, J.D., or\r\nequivalent strongly preferred\r\n•\r\n10+ years of high-level experience in the health\r\ninsurance industry (private or public) and/or health insurance-related policy\r\ndevelopment, with significant knowledge of the Affordable Care Act and health\r\ncare delivery system trends\r\n•\r\nStrong knowledge of Maryland's legislative and\r\nregulatory environment\r\n•\r\n5+ years of supervisory/management experience\r\nKey Skills & Attributes\r\n•\r\nStrong executive communicator and relationship builder\r\n•\r\nStrategic leader with demonstrated ability to drive\r\nexecution and organizational impact\r\n•\r\nExperience working with Boards, legislative bodies, and\r\nexecutive stakeholders\r\n•\r\nAbility to lead in complex, fast-paced, and highly\r\nvisible environments\r\n

The preferred candidate demonstrates:\r\n•\r\nUnderstanding of the importance of creating an\r\norganized, transparent marketplace for Marylanders to purchase affordable,\r\nquality health coverage and to claim available federal tax credits and\r\ncost-sharing subsidies\r\n•\r\nExperience with Medicaid policy and financing,\r\nincluding coordination with state health departments\r\n•\r\nKnowledge of state legislative and budget processes and\r\nfiduciary responsibility for public funds\r\n•\r\nStrong management and interpersonal skills with a\r\ncommitment to fostering a high-performing team environment\r\n•\r\nStrong public speaking and writing skills with astute\r\nunderstanding of media and government relations\r\n•\r\nExperience making decisions in the public spotlight\r\n•\r\nAbility to manage and work within a very fast-paced,\r\nquickly evolving organization and to steer and track multiple, complex\r\npriorities\r\n•\r\nExecutive leadership experience in complex,\r\nhigh-visibility organizations within the public sector, regulated industries,\r\nor healthcare\r\n•\r\nExperience leading large-scale operational\r\norganizations with significant technology, systems, or service delivery\r\ncomponents\r\n
