LOCATION OF POSITION

Main Purpose of Job

The incumbent is required to work in\r\nthe field and primarily in Allegany & Garrett counties.� Incumbent may be asked to assist in other\r\ncounties as required by case load and availability of personnel and will be\r\nrequired to report to the Frostburg location.\r\n�\r\nThe\r\nGeologist I is an entry level position in the field of environmental regulatory\r\ncompliance�under\r\nthe Land and Materials Administration, Mining Program, Bureau of Mines. The\r\nmain�purpose\r\nof this position is to serve as the Bureau of Mines permit application reviewer\r\non�implementation\r\nof those portions of the State’s Surface Coal Mine Regulatory Program relating\r\nto�prevention\r\nof environmental impacts through the evaluation of the geologic materials and\r\nhydro-geologic\r\nconditions within a proposed mining permit and adjacent areas. The incumbent in\r\nthis position will be responsible for evaluating the potential for proposed\r\noperations to result in adverse hydrologic impacts and for providing comments\r\nand requests for information from permit applicants to address potential\r\nconcerns. The incumbent will also prepare written and oral documentation for\r\nthe Permitting Section Chief and the Bureau of Mines Director on his findings\r\nand assessments, and�makes\r\nrecommendations regarding approval, conditional approval, or denial of the\r\napplications.\r\n�\r\n\r\nThe working conditions of this position may involve:\r\n\r\n\r\n\r\n Exposure to uncomfortable or unpleasant surroundings. \r\n Consultations may be performed on coal mining sites outside\r\n in inclement weather�with loud heavy equipment running in the background.\r\n Exposure\r\n to hazardous conditions, which may result in injury.�\r\n The\r\n incumbent may be required to walk over rough surfaces and terrain to examine\r\n sediment traps, stormwater ponds and ditches around heavy moving equipment that\r\n presents potentially dangerous conditions. \r\n Field\r\n investigations often require climbing over spoil piles, through rock-lined\r\n ditches, crossing streams, etc. \r\n Use of\r\n protective equipment such as hard-hat, safety shoes, googles, gloves, mask,\r\n etc.\r\n\r\n\r\n�\r\nThe incumbent in this position will be required to\r\ndrive a State vehicle. �If you maintain\r\nan out-of-state driving license, you must provide a certified copy of your\r\ndriving record for the appropriate Motor Vehicle Administration at the time of\r\nappointment. Individuals must maintain a driver's license with no more than 5\r\npoints on their driving record in order to drive a State vehicle.\r\n

MINIMUM QUALIFICATIONS

Education:�� A Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.\r\nExperience: None.\r\nNote:�Candidates may substitute U.S. Armed Forces military service�experience at a rank of Corporal/Petty Officer or higher as a�commissioned officer in physical science classification or physical science specialty codes in the geology field of work on a year-for- year basis for the required education.�\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. \r\n2. When assigned to an environmental program at the Maryland Department of the Environment, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the federal Occupational Safety and Health Administration Website. \r\n

SPECIAL REQUIREMENTS

The Maryland Department of the Environment (MDE) Medical Monitoring Program\r\n(MMP) is designed to detect health risks or adverse effects of occupational\r\nexposure to hazardous materials and to direct targeted treatment and\r\noccupational illness/injury prevention strategies.� MDE employees who may\r\nbe exposed to hazardous materials are required to participate in a\r\npre-placement, regular and/or post-termination medical examination.� MDE has determined that this\r\nposition be part of the MMP; therefore, applicants selected for employment must\r\nsuccessfully complete and pass the medical monitoring examination\r\nas a condition of employment. Information regarding the MMP is provided by the\r\nMaryland Department of the Environment or may be obtained at the federal\r\nOccupational Safety and Health Administration website.\r\n�\r\n1. Employees in this classification may be required to\r\nwalk over rough or unstable terrain or over long distances while wearing\r\npersonal protection equipment such as respiratory protection equipment.\r\n2. Employees in this classification may be subject to\r\nongoing medical testing in accordance with the U.S. Occupational Safety and\r\nHealth Administration Regulations (Standards - 29 CFR) 1910.120 Hazardous Waste\r\nOperations and Emergency Response.\r\n\r\n\r\n3. Employees in this classification may be subject to\r\ncall-in on a twenty-four hour basis and, therefore, will be required to provide\r\nthe employing agency with a telephone number where they can be reached.\r\n
