Introduction
\r\nMaryland’s\r\nFamily and Medical Leave Insurance (FAMLI) program makes sure all workers in\r\nMaryland have paid time off for medical and family reasons. FAMLI is a social\r\ninsurance system covering 2.6 million workers and 180,000 employers, delivered\r\nas a digitally native, public-facing service. We know that delivering services primarily through a\r\nwebsite, over the Internet, is a new way of doing business in government.\r\nThe\r\nHuman Capital Strategy Coordinator will equip FAMLI to effectively deliver paid\r\nleave to Maryland workers by facilitating talent acquisition and organizational\r\ngrowth. Main Purpose of Job
The Human Capital Coordinator is an intermediate-level position on the Human Capital Strategy team within the Division of Family and Medical Leave Insurance (FAMLI) at the Maryland Department of Labor. The Human Capital Coordinator will support the FAMLI Division’s people operations, from coordinating new employee onboarding to assisting with employee engagement activities, as directed by the Human Capital Strategy Lead. The Human Capital Coordinator will execute strategies that enhance organizational capabilities, processes, and structures to support sustainable growth, and optimize efficiency, resource utilization, and performance across the FAMLI Division.
POSITION DUTIES
\r\n\r\nDuties of this position include but are not limited to:\r\n\r\nEmployee Support and Engagement\r\n\r\n●\r\nPerforms\r\nFAMLI-specific employee lifecycle tasks such as enrolling employees in\r\nonboarding sessions;\r\n●\r\nAssists\r\nwith the development of policies, procedures, and communicates updates to\r\nemployees;\r\n●\r\nKeeps\r\nthe FAMLI calendar with events, meetings, and employee recognition programs;\r\n●\r\nResponds\r\nto inquiries and correspondence, escalating as necessary;\r\n●\r\nCoordinates\r\noptional engagement initiatives such as surveys, events, and recognition\r\nprograms;\r\n●\r\nResearches\r\nand gathers information recruitment, retention, and other human capital-related\r\nissues;\r\n●\r\nTracks\r\nand coordinates human resources-related training and professional development\r\nof employees in collaboration with Department of Labor’s and FAMLI’s training\r\nteams;\r\n●\r\nFosters\r\na culture of continuous learning within FAMLI;�\r\nSupervisor Support�\r\n●\r\nProvides\r\nrecruitment support to hiring managers to facilitate expedient and strategic\r\nhiring, including:\r\n\t○\r\nReviewing\r\nand submitting job announcements for posting.\r\n\t○\r\nProviding\r\nguidance on filling out recruitment and hiring forms and submitting required\r\ndocumentation.\r\n\t○\r\nEnsuring\r\ninterview panel and questions receive necessary approval.\r\n\t○\r\nCommunicating\r\nwith hiring managers throughout the recruitment process.\r\n\t○\r\nRequesting,\r\nreviewing, and submitting required documentation to Human Resources.\r\n\t○\r\nReviewing\r\napplications for vacancies at the request of hiring managers.\r\n\t○ Requesting\r\nand reviewing eligible lists from other recruitments as needed.\r\n\t○\r\nSubmitting\r\ninformation to Human Resources to extend job offers to selected candidates.\r\n●\r\nContributing\r\nto and implementing creative recruitment strategies, including recruitment\r\nevents.\r\n● Assists\r\nwith performance management and development, including helping to coordinate\r\nthe biannual performance evaluation process.\r\n●\r\nCreates\r\nfeedback goals for leaders and supervisors outside of the performance\r\nevaluation process, including providing regular check-ins and recognizing and\r\nrewarding high performers.\r\nOther�\r\n●\r\nReads\r\nreports and summarizes information for supervisor's review.\r\n●\r\nPrepares\r\nand maintains statistical and numerical reports and records.�\r\n● Performs other duties as assigned.\r\n\r\n
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.\r\nExperience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work.�\r\nNotes:\r\n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.\r\n2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\n● One (1) year of experience managing the lifecycle within an organization, including recruiting, onboarding, employee relations, training and development, and ensuring compliance with employment laws.\r\n● One (1) year of professional and/or administrative experience.\r\n● One (1) year of experience using Applicant Tracking Systems (ATS), such as Workday, ADP, or Paychex.\r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. \r\n
