Main Purpose of Job

This\r\nposition provides managerial administrative and clinical supervision for all\r\nIn-Home Service including Screening, Child protective Services, and\r\nConsolidated In-Home Services. This position provides direct Administrative and\r\nClinical Supervision to six In- home Service Supervisors to ensure the safety,\r\npermanency and well-being of children and families.��� ��\r\n

POSITION DUTIES

\r\n Ensures policy, regulations,\r\n State and Federal law to develop local continuum of In-home services that\r\n assures the safety permanency and well-being of children in out of home\r\n placements.�\r\n Implement programming for new\r\n initiatives to enhance outcomes for children and families as directed and\r\n allowed by DHR/SSA/HCDSS.\r\n Creates budgets and spending\r\n plans for in-home services funding allocations according to guidelines.\r\n Coordinated services between\r\n In-Home Services, Adult Services and Out of Home Services to assure\r\n continuity of service provision to children and families served by the\r\n agency.�\r\n Provides clinical and\r\n programmatic supervision of six In-Home services supervisors.\r\n Manage staff resources to ensure\r\n caseloads are balanced and mandated in-home services are provided to\r\n children and families according to policy and regulations.�\r\n Participates in statewide,\r\n Agency and community committees to enhance partnership, resources and\r\n supports to the In-Home Services continuum.\r\n Identifies areas of\r\n professional growth for supervisors and develops a plan that provides\r\n opportunities for enhancing the supervisory skill set.�\r\n Coordinates services between\r\n CPS, In-Home Services, Adult Services and Out-of-Home Services to ensure\r\n continuity of service provision to children, families, and vulnerable\r\n adults/disabled persons served by the agency.�\r\n Provides customer service to\r\n both internal and external customers that meets or exceeds standards set\r\n by the Department.�\r\n Performs personnel functions\r\n including determining Out-of-Home staff needs and offering recommendations\r\n to address those needs, providing coaching and training to staff,\r\n interviewing prospective employees as part of a panel of interviewers,\r\n making hiring recommendations, monitoring leave usage as well as\r\n compensatory time/overtime accruals, and evaluating/correcting employee\r\n performance following Human Resources policies and State Personnel\r\n regulations.\r\n Applicants must meet the\r\n selective qualification(s) to be considered. MINIMUM QUALIFICATIONS

Education:� A\r\nMaster’s degree in social work from an accredited college or university\r\napproved by the Council on Social Work Education.\r\nExperience: Seven\r\nyears of professional experience in a social work capacity in a public or\r\nprivate agency or institution, five years must have been in an administrative\r\nsupervisory or consultative capacity.\r\nNotes:\r\n1. These\r\nrequirements are established by the Social Services Administration by authority\r\nprovided in Human Services Article 4-204\r\nof the Annotated Code of Maryland and the Maryland Department of Budget and\r\nManagement, Office of Personnel Services and Benefits, does not\r\nhave authority to accept substitutions or equivalents.\r\n2. Candidates\r\nmay substitute U.S. Armed Forces military service experience at a rank of\r\nCorporal/Petty Officer or higher as a commissioned officer in Social\r\nWork classifications or Social Work specialty codes in the\r\nSocial Science, Psychology, and Welfare field of work on a year-for-year\r\nbasis for the required experience and education.\r\n

SELECTIVE QUALIFICATIONS

\r\nOne year of experience ensuring compliance with court orders and permanency timelines.\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\nThe ideal\r\ncandidate will possess the following:�\r\n\r\n Three years of experience\r\n working in Child Welfare environment\r\n\r\n\r\n One year of Supervisory\r\n experience�\r\n\r\n\r\n One year experience in the\r\n Child, Juvenile and Adult Management System.\r\n\r\n\r\n Possession of an LCSW-C\r\n License\r\n\r\n\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for�positions in this classification must be licensed by the Maryland Board of Social Work Examiners.\r\n2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland. \r\n
