Introduction

The Maryland Commission on LGBTQIA+ Affairs is a 21-member statewide body established by the General Assembly in 2021 to assess challenges facing LGBTQIA+ communities, advise the Executive and Legislative branches of State government, collect and analyze information on LGBTQIA+ policies and discrimination, identify inclusive best practices, and make recommendations to improve the lives of LGBTQIA+ Marylanders. The Commission works across State government and in partnership with communities throughout Maryland to ensure that the experiences and needs of LGBTQIA+ people inform public policy and State programs.\r\n\r\nThe Commission is housed within the Governor’s Office of Community Initiatives (GOCI), the Maryland Executive Branch’s principal office for community outreach and constituent engagement. The Commission works collaboratively with State agencies, local governments, community organizations, advocates, and other partners across Maryland.\r\n\r\nThe Director serves as the Commission’s primary staff leader and is responsible for advancing its statutory responsibilities and priorities. POSITION DUTIES

The Director, who may not be a member of the Commission, will administer its activities and will serve as the State’s LGBTQIA+ Commission Director in the administration of its activities, including coordinating Commission operations; contributing to the annual budget; strategic planning; responding to internal and external requests; supporting the work of Commission committees and advisory bodies; ensuring the effective implementation of the Commission's statutory responsibilities; and processing commissioner reimbursements.\r\n\r\nPlanning and coordinating statewide meetings, conferences, summits, and other public engagement events that advance the Commission's mission and strategic priorities.\r\n\r\nDeveloping and implementing measures in conjunction with the commission to identify, pursue, and secure grants, sponsorships, donations, and other non-State funds to augment the Commission’s work within its statutory authority.\r\n\r\nPreparing and submitting an annual report to the Governor and the General Assembly, and other pertinent reports, briefings, white papers and recommendations as needed.\r\n\r\nManaging information and overseeing its presentation through the Commission’s website, newsletter, social media, public relations, and other external communications to expand awareness of the Commission’s work and engagement with communities throughout Maryland. Collaborating with all State agencies on exchanging information and collecting data on LGBTQIA+ policies and discrimination complaints.\r\n\r\n\r\n Assess challenges facing LGBTQIA+ communities.�\r\n Collect data on LGBTQIA+ policies and discrimination complaints.�\r\n Study and establish LGBTQIA+ inclusionary best practices.�\r\n Inform the Executive and Legislative branches of State government on issues concerning LGBTQIA+ persons.�\r\n Offer testimony on issues concerning LGBTQIA+ persons before legislative and administrative bodies. 6) Create surveys and appoint advisory committees.�\r\n Publish an annual report and other material the Commission considers necessary, that includes recommendations on policies for LGBTQIA+ adults and youth to end discriminatory practices in the State.�\r\n Assist the commission in augmenting state funds for these purposes from gifts, grants, donations, bequests, and/or endowments; and�\r\n Direct and generally attend to the administration of the Commission related tasks.�\r\n Liaise with counterparts in other states and territories.\r\n \r\n\r\n\r\nServing as the State’s Commission Director in the administration of its activities, other core duties include planning and organizing meetings; handling logistics; contributing to the annual budget; strategic planning; responding to internal and external requests; and processing commissioner reimbursements. In addition to preparing and submitting an annual report to the Governor and the General Assembly, and other pertinent reports, briefings, white papers and recommendations as needed; the position will manage information and oversee its presentation on the website and any external-facing media; and assist with overall communications pertinent to the office. Collaborating with all State agencies on exchanging information and collecting data on LGBTQIA+ policies and discrimination complaints.\r\n

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university, or work may be substituted on a year-for-year basis for the required education.\r\nExperience: Five years of experience in administrative staff or professional work.�\r\nNotes:�\r\n\r\n\r\n Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.�\r\n Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.�\r\n Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required education and experience. \r\n\r\n\r\n

The ideal candidate should possess the following:\r\n\r\n\r\n Leadership, diplomacy, sound judgement, emotional intelligence, and the ability to build consensus while working with the administration, Commission, stakeholders, and the public on issues impacting Maryland’s diverse LGBTQIA+ communities.�\r\n Demonstrated knowledge of LGBTQIA+ communities and the diverse experiences of LGBTQIA+ Marylanders, with the ability to build trust across communities and work collaboratively with people holding differing perspectives.�\r\n Outstanding relationship-building and outreach skills with public and private organizations, community leaders, advocacy organizations, and governmental partners to build lasting collaborations and coalitions throughout all LGBTQIA+ communities and regions of Maryland.�\r\n Demonstrated ability to gather information, evaluate data, think strategically, and develop evidence-based recommendations that benefit LGBTQIA+ communities throughout the State of Maryland.�\r\n Critical strategic planning, organizational leadership, and project management skills, with the ability to successfully implement complex initiatives and translate strategic priorities into measurable action.�\r\n Ability to exercise sound, objective, and independent judgment. Excellent written, verbal, interpersonal, and public communications skills, including experience developing and implementing communications strategies, managing newsletters, social media, websites, media relations, and other public-facing communications.�\r\n Knowledge of Maryland State government, legislative and budget processes, public administration, grants management, and the development and stewardship of public and private funding resources.�\r\n Demonstrated ability to plan, coordinate, and execute complex meetings, conferences, summits, or other large-scale initiatives involving multiple partners and stakeholders.�\r\n Flexibility to travel as needed throughout the State of Maryland.�\r\n Collegial and professional ability to cultivate and sustain productive partnerships with governmental agencies, community organizations, advocacy groups, community leaders, and other stakeholders.�\r\n Proactive ability to provide weekly reports and memos outlining the activities of the office and the Commission.�\r\n Employees in this classification may be assigned duties which require the operation of a motor vehicle.�\r\n Employees assigned duties that require the operation of a motor vehicle will be required to possess a motor vehicle operator’s license valid in the State of Maryland. Alternatively, employees must have the ability to arrange their own transportation to travel as needed throughout the State to fulfill the responsibilities of the position.\r\n \r\n\r\n\r\n
