Main Purpose of Job

This position is to prevent, detect and eliminate fraud, waste, mismanagement, and corruption within the Department of Human Resources. This function is accomplished by planning, coordinating, and supervising the independent appraisal activities at Local Departments of Social Services through Financial and Compliance, Economy and Efficiency and Program Results audits and advising all levels of management of our conclusions and recommendations.�\r\n

POSITION DUTIES

\r\n Plans, coordinates and supervises audits of Local Departments of Social Services.�\r\n Reviews and approves the working papers prepared by staff to ensure that the audit objectives have been met and to ensure that sufficient, competent, relevant, and useful evidence has been gathered to document the audit findings and conclusions.�\r\n Drafts accurate, clear, concise, and timely audit reports addressing findings and related recommendations for submission to the Secretary.\r\n\r\n

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r\nEducation:�� A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.\r\nExperience: Five years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.\r\nNotes:\r\n1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. \r\n2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a Master’s degree in accounting from an accredited college or university�for one year of the required experience.\r\n3. Candidates�may substitute one year of professional accounting experience for one year of the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\r\n\r\n\r\n\r\n One year of supervisory experience.� \r\n One year of experience performing governmental audits.\r\n One year of experience using electronic documents, such as\r\n Excel, Google Docs or audit related software.\r\n One year of experience with the coordination of external\r\n audits or providing consulting services related to audit finding responses.\r\n\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n
