LOCATION OF POSITION

Main Purpose of Job

To supervise, coordinate, and perform building maintenance,\r\nrepair, and construction activities for Maryland State Police facilities\r\nstatewide, including work in plumbing, carpentry, electrical, HVAC,\r\nlocksmithing, painting, welding, and related trades. Additionally, this role\r\nwill manage subordinate staff and contractors across multiple trades and\r\nensuring work is completed in compliance with codes, safety standards, and\r\nproject specifications.\r\n

POSITION DUTIES

Organizes, assigns, and inspects maintenance,\r\nrepair, and construction work performed by state personnel and outside\r\ncontractors across multiple trades, including HVAC, electrical, plumbing,\r\nmasonry, and carpentry.\r\n\r\nSupervises skilled and semi-skilled trades staff; provides training, evaluates\r\nperformance, recommends personnel actions, and enforces workplace safety and\r\nconduct standards.\r\n\r\nEvaluates staff performance, writes job observations, and performs\r\nand documents Performance Evaluation Program (PEP) reviews with subordinates.\r\n\r\nAddresses submitted tickets for maintenance repairs and issues, and\r\nresponds to written and verbal requests for maintenance service.\r\n\r\nConducts regular facility inspections to assess infrastructure condition,\r\nidentify hazards, and schedule preventive maintenance.\r\n\r\nOversees vendor coordination for contracted work; reviews invoices\r\nand job performance for compliance.\r\n�\r\n\r\nDevelops job scopes and specifications for both in-house work and contracted\r\nservices; ensures work is executed in compliance with code, safety standards\r\n(eg., OSHA, MOSH), and agency expectations\r\n\r\nEstimates and orders construction materials required for assigned\r\nmaintenance and renovation projects.\r\n\r\nManages the requisition of materials, tools, and supplies; verifies\r\nreceipt and quality; ensures inventories are properly maintained.\r\n\r\nAssists their immediate supervisor as needed to support divisional\r\nplanning, reporting, and project execution.\r\nResponds to emergencies after hours and makes operational decisions to protect life\r\nsafety, minimize damage, and restore\r\nFunctionality.�\r\n�\r\nPerforms advanced-level repair and diagnostic\r\nwork in one or more\r\ntrades, including HVAC troubleshooting, electrical system repair, plumbing\r\nsystem maintenance, and structural/carpentry renovations.\r\n\r\nDiagnoses and corrects complex building system malfunctions, including\r\ncontrols, distribution systems, and equipment-level faults.\r\n\r\nInterprets and updates technical drawings, schematics, wiring diagrams, and\r\nconstruction plans to perform and oversee accurate installations or\r\nmodifications.\r\n\r\nLeads specialized or high-complexity projects that require trade mastery,\r\ncross-discipline coordination, or in-field judgment beyond routine repairs.\r\n\r\nOperates advanced diagnostic tools and trade-specific equipment to test,\r\ncommission, or verify system performance and safety compliance.\r\n\r\nOperates agency-owned heavy equipment such as backhoes, Bobcats, and pickup\r\ntrucks as necessary for project and facility needs.\r\n\r\nPerforms snow removal duties using designated equipment during\r\nwinter weather events, ensuring facility access and safety.\r\n\r\nInteracts with agency staff, vendors, and external partners to\r\ndetermine maintenance needs and service priorities.\r\n\r\nResponds to emergency call-outs and urgent maintenance situations\r\nduring and outside of regular work hours.\r\n\r\nMaintains professional and courteous communication with\r\nstakeholders and building occupants.\r\n\r\nPerforms all other assigned duties necessary to support the safe, efficient,\r\nand reliable operation of Maryland State Police facilities.\r\n\r\nPerforms all other assigned duties.\r\n

MINIMUM QUALIFICATIONS

Education:�� Eighth grade.\r\n�\r\nExperience: Six years’ experience in building\r\nmaintenance or building construction trades including five years of\r\nresponsibility assigning, reviewing and approving the work of others and\r\ndisciplining, evaluating the performance of, and recommending the hiring,\r\nfiring and promoting of others.\r\n�\r\n\r\n\r\nNote: Candidates may substitute U.S. Armed\r\nForces military service experience at a rank of Corporal/Petty Officer or\r\nhigher as a non-commissioned officer in utilities classifications or mechanical\r\nmaintenance specialty codes in the utility systems repair field of work on a\r\nyear-for-year basis for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following\r\npreferred qualifications. It is important that you include clear and specific\r\ninformation on your application regarding your qualifications.\r\n�\r\nPreferred Qualifications:\r\n1. Previous\r\nsupervisory experience working with a federal, state, county, or local\r\ngovernment agency.�\r\n\r\n�\r\n2. Possession of a recognized trade certification in HVAC,\r\nplumbing, electrical, or carpentry.\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this\r\nclassification may be assigned duties which require the operation of a motor\r\nvehicle. Employees assigned such duties will be required to possess a motor\r\nvehicle operator’s license valid in the State of Maryland.\r\n

SPECIAL REQUIREMENTS

In accordance with Section\r\n2-204(b)(6) of the Public Safety Article, Candidates for position in this\r\nclassification will be subject to an initial drug screening and a complete\r\ncriminal background investigation to include a polygraph examination before\r\npermanent appointment can be made. A criminal conviction may be grounds for\r\nrejection of the candidate.\r\n

SELECTION PROCESS

Successful candidates will be\r\nplace on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED OR\r\nQUALIFIED and remain eligible for consideration for at least one year from the\r\ndate of examination.
