Introduction

Main Purpose of Job

The main purpose of this position is to gather facts and to prepare investigative reports to aid in the resolution of complaints filed with the mechanical licensing boards by consumers against licensed and unlicensed plumbers, electricians, heating, ventilation, air-conditioning, and refrigeration contractors (HVACR), stationary engineers, elevator mechanics, and locksmiths. The position also requires providing testimony in administrative hearings and, on occasion, testimony in criminal prosecutions.\r\n

POSITION DUTIES

Duties of this position include, but are not limited to:\r\n\r\n\r\n Investigates complaints filed by consumers against aforementioned licensed and unlicensed individuals, using interviewing skills and techniques, possesses a thorough knowledge of mechanical licensing practices, laws, regulations and documents, discusses complaints, prepares a thorough written report of findings, responds to telephone inquiries and manages an investigative case load.\r\n Meets with Department counsel to review claims, complaints and investigative reports to ensure that all pertinent documentation is included.\r\n Testifies at administrative, regulatory hearings, civil trials and criminal trials representing the mechanical licensing boards.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education:�� Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: One year of experience conducting investigations of alleged non-compliance with state laws and regulations, which govern the licensing and practices of business occupations and professions. \r\nNote:�Candidates may substitute U.S. Armed Forces military service�experience as a non-commissioned officer in Compliance�Inspection and Support classifications or Compliance Inspection�and Support specialty codes in the Inspection, Investigation,�Enforcement, and Compliance field of work on a year-for-year�basis for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\r\nExperience interviewing people and writing complex reports\r\nExperience testifying in a court of law or an administrative hearing�\r\nExperience with Electrician, Plumbing and/or HVACR trades\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.\r\n

SPECIAL REQUIREMENTS

Upon appointment, employees in this classification�possessing a business occupational and professional license or participating in any outside activity which may be deemed a conflict of interest by the Secretary of the Department of Labor will be required to put the license and/or outside activity in an “Inactive” status.\r\n\r\n\r\nAll candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.\r\n
