Main Purpose of Job

The Procurement Forecast and Analytics Manager is responsible for implementing, managing, and enhancing the State’s procurement forecasting processes and data systems in accordance with statutory requirements. This position oversees the collection, reconciliation, updating, analysis, and publication of statewide procurement forecast data to support transparency, accountability, and effective procurement planning for businesses.\r\n\r\nThe role collaborates closely with the Office of Small, Minority and Women Owned Business Affairs (OSBA) within DoSEM to ensure agency compliance with procurement forecasting requirements established in State law and regulations, including annual submissions, reconciliation reporting, and required updates. The position develops and maintains forecasting analytics, dashboards, and reporting tools to monitor forecast performance, track procurement pipelines, and support operational decision-making and engagement strategies, particularly as it relates to socioeconomic procurement attainment. \r\n\r\nThis position provides data-driven insights to DoSEM leadership and state agencies to identify trends and opportunities in procurement activity, strengthen interagency coordination, and improve the State’s ability to plan and execute contracting strategies that expand access to procurement opportunities. It will also provide insight into opportunities for businesses.\r\n

POSITION DUTIES

This positions duties include, but are not limited to:\r\n\r\n\r\n\r\n\r\n\r\n Compliance Oversight: Administer statewide procurement forecasting systems to ensure agency compliance with statutory reporting, annual submissions, and data reconciliation requirements.\r\n Data Validation: Audit agency-submitted procurement data for accuracy, enforcing standardized data structures and reporting protocols to maintain statewide data integrity.\r\n Performance Analytics: Reconcile forecasted procurement activity against actual contract awards to identify planning gaps, delays, and pipeline trends.\r\n Dashboard Management: Develop and maintain procurement-specific dashboards and visualization tools to provide data-driven insights for executive leadership and the public.\r\n Interagency Coordination: Provide technical support and training to agency liaisons to improve forecast quality and increase socioeconomic procurement attainment.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Six years of administrative staff or professional work. \r\nNotes: \r\n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. \r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. \r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\r\n\r\n\r\n\r\n\r\n At least two (2) years of professional experience managing\r\n procurement forecasting processes, including the collection, validation, and\r\n reconciliation of agency-submitted solicitation pipelines and contract award\r\n data.\r\n At least Two (2) years of experience using data visualization\r\n software (such as Tableau, Power BI, or Google Data Studio) to develop\r\n automated dashboards, track agency compliance, and report on complex\r\n procurement metrics.�\r\n At least One (1) year of professional experience analyzing\r\n procurement data to support socioeconomic attainment (e.g., MBE, SBR, or VSBE\r\n programs) and collaborating with interagency stakeholders to improve data\r\n quality and reporting standards.\r\n \r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n
