Main Purpose of Job
To provide skilled technical and statistical support to the Quarterly Census of\r\nEmployment and Wage (QCEW) Program and to ensure that all QCEW requirements based on our Federal /State Cooperative Agreement are met. This program consists of two (2) parts: one it produces a comprehensive statistical tabulation of employment and wage information for workers covered by the Maryland Unemployment Insurance (UI) law and the employment compensation for federal workers (UCFE) and two, it produces an Annual Refiling Survey which updates the employer database in regard to mailing address, physical location(s) such as where employees work and the employer business’ activity. The products from the QCEW program provide users with a profile of Maryland economy that is used by both private and public sectors.
POSITION DUTIES
Duties of this position include but are not limited to:\r\n\r\n\r\n Use independent judgement and technical training and experience to analyze, edit and explain in detail economic statistical data in response to BLS edits and any priorities given by the BLS regional Office, National Office, and the QCEW program supervisor. In addition to verifying reported data, edit, and correct employer submitted data and estimate missing data elements. Designate comment codes to explain the data where appropriate, based on established guidelines. All Corrections are made to micro file level records to produce exception free statistical data for evaluation the local economic growth and/or decline of labor trends and major industry developments with the State of Maryland. This work involves utilizing various BLS and state sanctioned computer applications such as QUEST, BEACON, etc.�\r\n Participate in the Annual Refiling Survey (ARS)to obtain the most accurate information from the employers operating within the State of Maryland. This includes reviewing ARS forms and updating employer information as as result of this review. Industry codes are assigned using the North American Industrial Coding System (NAICS). Area codes and address information are also reviewed, verified, and updated as necessary.\r\n Other duty assignments relevant to carrying out the mission of the QCEW program and/or the Office of Workforce Information and Performance.�\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education:�� Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience:�One year of administrative staff or professional work. \r\nNotes:\r\n1. Candidates may substitute 30�college credit hours from an accredited college or university for�the required experience.\r\n2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included�regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required�experience. \r\n
DESIRED OR PREFERRED QUALIFICATIONS
The following qualifications are preferred, not required. However, if you have this experience it must be detailed in the job duty section on your application.\r\n1. One (1) year of experience with data collection procedures or information processing skills.\r\n2. One (1) year of experience with economic and statistical data reporting, editing, and internet skills.\r\n3. Three (3) years of strong working knowledge using Microsoft Excel and other database systems.\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.\r\n

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) as a result of unemployment insurance overpayment/fraud.� Any unpaid debt may have impact on whether or not a candidate is offered employment.\r\n
