The Employee Benefits Division of the Department of Budget and Management, a State agency, has a position available for a Program Manager III within the Support Services Unit.\r\n\r\n\r\nProgram Manager III is a managerial level of work in the Management Service of the State Personnel Management System. Employees in this classification are responsible for directing programs unique to the agency’s mission and operations.\r\n\r\n\r\n\r\nThis is a Management Service position, and serves at the pleasure of the Appointing Authority.\r\n

POSITION DUTIES

The Program Manager III has supervisory or managerial responsibility for the work of other employees in the Support Services Unit of the Employee Benefits Division.\r\n\r\n\r\nThe person in this position will be responsible for assigned projects within EBD and the management of all resources to accomplish any associated tasks.�\r\n\r\n\r\nDirect and coordinate all activities within the Support Services Unit to align with overall goals of the Employee Benefits Division.�\r\n\r\n\r\nOversee and manages the personnel resources within the Support Unit.�\r\n\r\n\r\nDetermines organizational structure and staffing needs of the Unit.�\r\n\r\n\r\nPlans, coordinates, supervises, and evaluates the work of all subordinates.�\r\n\r\n\r\nDevelops and monitors short and long-range plans for operations and resources.�\r\n\r\n\r\nOversees development and training of all assigned staff.�\r\n\r\n\r\nRepresents the Unit in dealings with other EBD managers.�\r\n\r\n\r\nCreates, monitors, updates, and reports on all projects assigned to the Unit within appropriate timelines using Project Management software tools.�\r\n\r\n\r\nAbility to work with non-reporting functional areas to achieve overall goals of the Unit as well as EBD.\r\n\r\n

MINIMUM QUALIFICATIONS

Education:� A Bachelor’s Degree from an accredited college or university in Business or Technology related programs.\r\n\r\n\r\nExperience: Four years of professional experience in a management capacity or in a Project Management position.�\r\n\r\n\r\nNote: Candidates may substitute professional experience in management, IT, or Project Management on a year-for-year basis, for up to four years of the required education.\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Ability to work in a fast-paced environment while interacting with various non-reporting functional work areas.\r\n\r\n\r\nExperience with report data mining using various software tools.�\r\n\r\n\r\nCurrent certification as a CAPM or PMP.\r\n\r\n\r\nStrong Google Suite and Microsoft Office skills with emphasis on Excel, Access, and Project.�\r\n\r\n\r\nExperience with HRIS Systems, specifically Workday, is strongly desired.\r\n\r\n\r\nA working knowledge of employee benefits.�\r\n\r\n\r\nWorking knowledge within an Employee Health Benefits situation is preferred.\r\n
