Introduction

The Maryland Department of Veterans and Military Families (DVMF) was created by the State Legislature in 1999 as an executive agency with the mission of assisting veterans, active duty service members, their families and dependents, in securing benefits earned through military service.\r\n\r\n\r\n\r\nUnder the Department of Veterans and Military Families there are five major programs:�\r\n\r\n\r\n\r\n\r\n Service and Benefits Program�\r\n Charlotte Hall Veterans Home�\r\n Cemetery and Memorial Program�\r\n Communications, Outreach, & Advocacy Program’s�\r\n Maryland Veterans Trust Fund�\r\n\r\nThe Department of Veterans and Military Families (DVMF) is seeking current qualified applicants for the position of Veterans Cemetery Assistant Superintendent.\r\n

POSITION DUTIES

The main purpose of a Cemetery Assistant Superintendent is to assist in supervising, managing and coordinating the day-to-day activities of a Maryland State Veterans Cemetery. This includes all aspects of administration/personnel, cemetery operations, facility management, grounds management, equipment maintenance, supply/inventory management, resource management, strategic planning, policy and procedures development, special projects and other duties as assigned. Assist the Cemetery Superintendent to ensure that the Department’s mission to provide the best services and perpetual care of burial sites is accomplished.\r\n\r\n\r\n\r\nCEMETERY OPERATIONS:�\r\n\r\n\r\n\r\n\r\n Assists in scheduling and organizing arrangements for interments, reinterments and disinterment. This includes reviewing documents necessary to establish eligibility, such as military documentation and Maryland residency requirements.�\r\n The Assistant Superintendent works in a cooperative way with Funeral Directors and Military personnel to arrange for an organized and proper committal service.�\r\n Supervises actual interment and inspects the gravesite to ensure proper grave location and that the site has been properly prepared and closed.�\r\n Orders headstones and reviews the accuracy of information and condition of markers upon arrival and before prompt placement.�\r\n Ensures that all safety regulations (OSHA, MOSHA) are being observed as well as all environmental, state or federal law and Department policy and procedure.�\r\n Prepares weekly reports concerning interments and compiles all pertinent information concerning burials or maintenance reports from employee into a monthly report that is sent to the Main office in a prompt manner.�\r\n Arranges employees training that is helpful or pertinent to the improvement of the cemetery.�\r\n\r\n\r\n\r\n\r\nGROUNDS & FACILITY MAINTENANCE:�\r\n\r\n\r\n\r\n\r\n Assists in developing and directing work duties for employees.\r\n The Assistant Superintendent assists in developing a course of action for the daily activity of the cemetery personnel.\r\n This includes making sure of proper grave locations for the day’s funerals, mowing, trimming and general maintenance of the buildings and grounds.�\r\n The Assistant Superintendent enforces proper maintenance of the motor equipment and all machinery and tools of the cemetery along with all maintenance records that are required on said equipment.\r\n If the cemetery hires contractual employees, the Assistant Superintendent should inspect their work and keep communication with the Cemetery Superintendent and contractor.�\r\n Develops landscaping plans.�\r\n Inspects grounds and buildings for pests and arranges for pest control contracts.�\r\n\r\n\r\n\r\n\r\nADMINISTRATIVE DUTIES:�\r\n\r\n\r\n\r\n\r\n The Assistant Superintendent makes prompt preparation of records of interments as well as weekly, monthly reports.�\r\n Records maintenance records and saves all pertinent information concerning equipment.\r\n Inspects headstones arriving at the cemetery and returns or reorders any broken or incorrect markers.\r\n Works with the Cemetery Superintendent and Main Office to handle all procurements in accordance with internal procedure and State procurement regulations.\r\n Inspects all motor vehicles and other equipment on a daily/weekly/ monthly basis to assure proper working conditions.\r\n Conducts periodic inventory in accordance with state requirements.\r\n Reports missing or stolen property and orders replacement items as required.\r\n Arranges for the disposal of excess property.\r\n Arranges for yearly service contracts and determines if the contractor is providing adequate service determined by the contract.\r\n Approves all purchases and purchase orders.\r\n In cemeteries that do not have Secretaries, the Assistant Superintendent is responsible for the typing and all cemetery paperwork as well as recording information into the cemetery computer.�\r\n\r\n\r\n\r\n\r\nPUBLIC RELATIONS:�\r\n\r\n\r\n\r\n\r\n The Assistant Superintendent interacts with the public, funeral director personnel, veteran organizations and elected officials to provide information about eligibility, cemetery policy and procedure, and to resolve complaints.\r\n Assists the Cemetery Superintendent as the representative of the cemetery and in many cases the Department, so a friendly, cooperative attitude in dealing with business, veterans organizations and the public is necessary.\r\n Assists the Cemetery Superintendent in handling all complaints received from the public or from the cemetery personnel.\r\n The Assistant Superintendent provides input and helps plan and coordinates the Memorial and Veterans Day services at the cemetery.\r\n The Assistant Superintendent helps the public to find their loved ones graves by searching the files and finding the plot locations and many times walking them to the location in the cemetery.�\r\n\r\n\r\n\r\n\r\nPERSONNEL:�\r\n\r\n\r\n\r\n\r\n The Assistant Superintendent assists the Cemetery Superintendent in handling all aspects of the cemetery personnel, such as hiring, productivity levels and discipline.\r\n Ensures the cemetery employees are properly dressed, properly mannered to cemetery guests and maintain a high level of productivity.\r\n Assists the Cemetery Superintendent in handling conflicts among fellow employees or grievances to the Department.\r\n Provides input to the Cemetery Superintendent and assists in the counseling and evaluation sessions (PEPS) with his employees and maintains and updates all position descriptions.\r\n\r\n\r\n\r\n\r\nSPECIAL PROJECTS AND OTHER DUTIES AS ASSIGNED:�\r\n\r\n\r\n\r\n\r\n These may include responsibility for opening/staffing/closing of the cemetery office and grounds and answering phones when office staff is unavailable.\r\n The employee’s function here is simply to ensure the security of the site, provide a point of public contact, and to relay appropriate information via notes to the cemetery superintendent or their designee upon their return to the site.\r\n The employee is also responsible for providing information to the public in terms of assisting with the location of graves sites, informing the public regarding proper placement of floral arrangements, and other general information.\r\n The employee will refer complaints, concerns, and more complex issues to the cemetery superintendent or other office staff.\r\n Maintains, inventories, and facilitates in proper stockpiling of materials and supplies associated with all aspects of the job duties listed above.\r\n This may include loading and unloading trucks, movement of materials and furniture for special events or improved efficiency of operations.\r\n Maintains safe work environment and adheres to safe work practices, reads labels and uses materials and supplies properly, follows instructions and communicates properly to maintain productivity and adequate quality of work.\r\n \r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: One year of operations management experience in cemetery operations, national or State park operations, golf course management, grounds maintenance, or construction; or one year of operations management experience in customer service, retail or hospitality. Operations management experience must include two or more of the following responsibilities: supervision of staff, public relations, project management, vendor management, equipment and facilities maintenance management, or inventory management. \r\nNotes: \r\n1. Candidates may substitute additional experience as defined above on a year-for-year basis for the required education. \r\n2. Candidates may substitute U.S. Armed Forces military service experience at the rank of Corporal/Petty Officer or higher as a non-commissioned officer in general maintenance classifications or cemetery caretaking specialty codes in the general maintenance field of work on a year-for-year basis for the required experience. \r\n

DESIRED OR PREFERRED QUALIFICATIONS

Include clear and specific information on your application regarding the qualifications.\r\n\r\n\r\n\r\n\r\n\r\n Experience supervising, leading, or coordinating the work of employees, including assigning work, monitoring performance, and providing guidance to staff.\r\n Experience Managing cemetery, grounds, facility, or property operations, including maintenance activities, equipment, safety practices, and work scheduling.\r\n Experience interpreting and applying policies, procedures, regulations, or eligibility requirements in an operational environment where accuracy and compliance are essential.\r\n Experience performing administrative and recordkeeping functions, including preparing reports, maintaining records, managing inventories, processing purchases, or monitoring equipment and maintenance records.�\r\n Experience working with the public and diverse stakeholders, including families, veterans, funeral directors, military organizations, vendors, or community organizations, while resolving questions or complaints in a professional manner.\r\n Experience coordinating events, ceremonies, or special programs, particularly those involving veterans, military organizations, community organizations, or the public.\r\n Experience with procurement, inventory management, or contract/vendor oversight, including purchasing supplies, monitoring service contracts, and ensuring contractors meet established requirements.\r\n Experience coordinating with multiple internal and external stakeholders, such as government agencies, military organizations, funeral directors, contractors, vendors, and veteran service organizations.\r\n Experience using software or basic computer skills\r\n \r\n\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.� Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.\r\n\r\n
