Position Summary

The Senior Program Officer, IWYE is responsible for the delivery and oversight of funding programs administered through NACCA’s Indigenous Financial Institution (IFI) network. This role provides strategic and operational leadership in the assessment, approval, monitoring, and administration of contribution agreements, while supporting accountability, capacity-building, and Indigenous-led economic development. The position requires strong financial analysis, policy interpretation, risk assessment, and stakeholder engagement skills.


The hiring range for this role is between $87,295.82 - $93,510.29. The full earning potential for this role is between $87,295.82 - $107,303.38.


Key Responsibilities

Funding Assessment and Eligibility

  • Review funding applications, claims, and supporting documentation to determine eligibility.
  • Interpret funding guidelines, policies, and contribution agreements.
  • Identify ineligible expenses, gaps, or compliance concerns and recommend appropriate actions.


Financial Review and Payment Processing

  • Review budgets, claims, and financial reports for accuracy and compliance.
  • Process payments in accordance with program requirements.
  • Identify and resolve discrepancies before approval.


Contracts and Agreements Administration

  • Administer contribution agreements and monitor compliance with contractual requirements.
  • Apply agreement terms to funding decisions and payment processing.
  • Monitor performance and identify potential risks or issues.


Monitoring, Analysis and Risk Identification

  • Analyze financial and program data to identify trends, risks, and funding utilization.
  • Provide recommendations to improve program outcomes and address issues.
  • Maintain documentation and support audit readiness.


Stakeholder Engagement and Representation

  • Meet with IFIs to discuss funding, reporting, and program requirements.
  • Communicate funding decisions clearly and professionally.
  • Build and maintain strong relationships with program stakeholders.


Capacity Building and Support

  • Support IFIs through technical assistance and capacity-building initiatives.
  • Assist with training, workshops, and events that strengthen program delivery.
  • Provide guidance and support to junior staff and collaborate across departments.

Other

  • Perform other related duties as assigned.


Qualifications

Education

  • Bachelor’s degree in Business Administration, Finance, Accounting, Public Administration, Economics, Economic Development, or a related field preferred.
  • Equivalent combinations of education and directly related experience will be considered.
  • Education related to Indigenous program delivery, economic development, or financial administration is an asset.


Experience

  • 7–10 years of progressive experience in funding programs, grants, or contribution agreement administration.
  • Experience supporting Indigenous economic development initiatives is a strong asset.
  • Demonstrated experience reviewing financial documentation and assessing compliance with policies, agreements, and funding requirements.


Knowledge, Skills and Abilities

  • Strong understanding of funding programs, contribution agreements, eligibility requirements, and reporting processes.


This is a unionized position. 


Primary Location: Ottawa, Ontario. NACCA operates on a hybrid work model. Remote work arrangements may be considered based on organizational needs and role responsibilities. 


Preference will be given to qualified individuals of Indigenous ancestry, in accordance with Section 24.1 of the Ontario Human Rights Code and other applicable human rights legislation.


This position requires strong analytical, problem-solving, and strategic thinking skills, with the ability to work independently and collaborate effectively with remote and hybrid teams. The role involves prolonged sitting, computer use, and frequent virtual meetings in a typical office environment. Moderate travel, including some overnight, evening, and weekend work, is required and is estimated at approximately 25% of the time. Travel may vary based on program needs.
