The Per Scholas Compliance Team seeks a detailed-oriented team member to work collaboratively with the Senior Director to own the full lifecycle of organizational compliance projects. The Compliance Manager ensures our 24+ campuses obtain and maintain license, or exemption from licensure, as required by the state, directly supporting our annual organizational growth. Additionally, the Compliance Manager will be responsible for obtaining and renewing our Veteran Administration (VA) and Eligible Training Provider List (ETPL) status in each region as needed. Under the direction of the Senior Director, this role will manage projects and team initiatives, including supporting internal recordkeeping and auditing processes, assisting with audits, executing assigned research, helping create and update cross-functional resources, and maintaining internal team policies and tracking workflows. This is a non-legal, operational compliance role focused entirely on regulatory execution, project management, and agency navigation.

We need a Manager who enjoys digging deep into the details by researching requirements of a variety of forms, processes, and documents. You will manage the entire lifecycle of compliance projects to ensure they are completed ahead of the corresponding deadlines for each of our 20+ unique campuses to keep us compliant across multiple states.

Depending on experience and background, we will consider candidates at either the Manager or Senior Manager level.

Responsibilities

  • Lifecycle Ownership: Research, compile, and submit multiple state and federal licensure-related applications and forms, managing the process from initial draft through to final approval.
  • Regulatory Research: Conduct research and operational analysis for a variety of compliance and regulatory matters to ensure administrative alignment with federal, state, and local laws.
  • Market Expansion Tracking: Conduct compliance research in new and existing markets on the licensure, renewal, and WIOA Eligible Training Provider List (and other required licensure) application processes.
  • Data Integrity: Enter data and track overall project progress in Salesforce, maintaining absolute currency of records and strict data integrity.
  • Process Mapping: Gather, map, and document historical and active applications and renewals using Salesforce by market/region.
  • Documentation and Resource Project Management: Manage designated compliance documentation projects as directed by the Senior Director, ensuring campus compliance resources are accurately mapped, maintained, and aligned with organizational priorities; support the creation and updating of compliance resources utilized by cross-functional departments.
  • Cross-Functional Coordination: Collaborate closely with cross functional teams who must provide operational documents or complete forms required for application submissions; gather and compile all documents and ensure compliance with submission requirements.
  • Agency Interfacing: Actively follow up on application status with state licensing boards and execute technical application revisions as needed.
  • Information Security: Work with highly confidential and sensitive organizational information while exercising excellent judgment and discretion.
  • Meeting Representation: Attend project meetings, take notes, and serve as the compliance subject matter expert in external department meetings as needed.
  • Knowledge Sharing: Co-Lead the Compliance Office Hour bi-weekly, and schedule and drive quarterly, content-specific internal training calls.
  • Project Planning: Work closely with the Senior Director on planning, structuring, and coordinating multi-jurisdictional compliance projects.
  • Point of Contact: Serve as the operational point of contact within the Compliance Licensing team in the absence of the Senior Director.
  • Project Leadership: Under the direction of the Senior Director, lead and manage key compliance projects and initiatives, working closely with and coordinating delegated tasks for the Compliance Associates.
  • Other responsibilities, as assigned.
  • 8+ years of experience supporting institutional compliance, regulatory filings, or administrative compliance operations (preferably within higher education, workforce development, or heavily government-regulated settings), with at least 3+ years managing a compliance program.
  • Education: Master’s degree or Juris Doctor (JD) preferred.
  • Proven track record of independently managing the full project lifecycle of complex regulatory filings, applications, and institutional renewals.
  • Demonstrated ability to collect, organize, and analyze regulatory data with an absolute commitment to quality and data integrity.
  • Demonstrated ability to practice regular, prompt, and highly effective communication with the Senior Director, team members, and both internal and external stakeholders across a variety of modalities (including Slack, email, and video meetings).
  • Proven ability to successfully handle, prioritize, and balance multiple ongoing matters and competing regulatory deadlines at once and on a daily basis in a fast-paced environment. 
  • Strong attention to detail and a history of showcasing professional persistence when navigating government bureaucracy via phone and email.
  • Proficiency in Salesforce CRM (specifically data entry, data inquiries, and running/generating baseline reports).
  • Excellent working knowledge of Google Workspace, Adobe Acrobat, and the MS Office Suite (specifically Word/Docs and Excel/Sheets), with a demonstrated ability to write clearly, format, and edit high-detail documentation.
  • Advanced internet research skills with the capacity to interpret and navigate complex state regulatory websites and administrative codes.
  • High capacity for self-directed project execution and the ability to work independently as a strong individual contributor.
  • Strong problem-solving, interpersonal, and written communication skills.
  • Must be highly organized, detail-oriented, and capable of balancing multiple competing regulatory deadlines in a fast-paced environment.
  • Direct experience working closely with State educational licensing boards and regulatory bodies.
  • Practical experience preparing internal teams for, navigating, or responding to formal regulatory audits.

The anticipated base salary range for this role is $83,000 – $93,000. Final salary offers are determined by a variety of factors, including the candidate’s geographic location, specialized experience, and alignment with the role’s senior-level requirements.
