Emergency Medical Response and Health Services

Provide emergency medical assessment and care to students, employees, visitors, and other persons on Delgado Community College property within the employee's authorized Louisiana Paramedic scope of practice, National Registry standards, College approved protocols, and applicable medical direction.

Respond to accidents, illnesses, injuries, suspected drug overdoses, and other medical emergencies in coordination with Campus Police. Evaluate patients, provide appropriate emergency treatment, recognize signs and symptoms of suspected opioid overdose and administer intranasal naloxone, including Narcan, when clinically indicated and authorized, determine the need for additional emergency medical services, activate or recommend activation of 911 when appropriate, coordinate ambulance transport, and communicate with Medical Control when required.

Maintain emergency medical equipment, medications, naloxone supplies, and other emergency supplies and related documentation necessary to support the College's emergency response program.

Remain current on health emergencies, infectious disease concerns, public health advisories, and other emerging health issues affecting the College community.

Safety, Accident Reporting and Bloodborne Pathogen Compliance

Perform the Health Services Coordinator responsibilities established under Delgado Community College's Comprehensive Safety Program, Accident and Incident Reporting Route, and Bloodborne Pathogens Exposure Control Plan.

Respond to accidents and incidents when notified and available. Administer first aid, arrange additional medical care when necessary, and coordinate with Campus Police and the College Safety and Risk Manager.

Complete required State of Louisiana Office of Risk Management documentation, including Form DA 2000 for employees and Form DA 3000 for students and visitors when applicable, and submit documentation according to established College procedures. Delgado's current Accident and Incident Reporting Route specifically assigns this function to Health Services when the Coordinator is on scene.

Coordinate occupational exposure response involving blood or other potentially infectious materials. Maintain required confidential exposure and medical records, occupational exposure logs, training documentation, and required follow up in accordance with the College's Exposure Control Plan and applicable OSHA requirements.

Coordinate required Bloodborne Pathogens training and maintain applicable training records.
Public Access Defibrillation Program and Emergency Preparedness

Administer the College's Public Access Defibrillation Program in accordance with Delgado policy and applicable Louisiana requirements.
Coordinate with Campus Police, campus and site leadership, Athletics, Fitness Centers, Maritime and Industrial Training, and other designated areas to support College wide AED readiness.

Maintain the College wide AED inventory, inspection and maintenance schedule, equipment and supply status, and training and certification records. Coordinate or provide required CPR and AED training for authorized personnel.
Participate in determining appropriate AED locations and ensure equipment remains operational and properly maintained. Respond to and provide appropriate follow-up for reported sudden cardiac arrest incidents involving College AED equipment.

Support health related emergency preparedness planning, training, and response activities.
These duties consolidate the specific responsibilities Delgado's current PAD policy assigns to the Coordinator: AED placement, maintenance schedules, CPR and AED training, certification records, and cardiac arrest follow up.

Health Education, Drug and Alcohol Prevention and Public Health

Coordinate College health education and prevention initiatives addressing wellness, nutrition, substance abuse prevention, infectious disease prevention, emergency preparedness, and other health concerns affecting students and employees.

Administer the Health Services responsibilities associated with Delgado Community College's Drug and Alcohol Awareness and Prevention Program and support compliance with the Drug Free Schools and Communities Act.
Coordinate required educational information and resources for students and employees, maintain applicable program information and resources, and provide referral information for individuals seeking substance abuse assistance.
Coordinate, document, and ensure completion of the required biennial review of the Drug and Alcohol Awareness and Prevention Program, including collection and analysis of required program information and maintenance of review records.

Plan and coordinate health fairs, educational presentations, awareness activities, and partnerships with healthcare providers, public health agencies, and community organizations. Coordinate or support opioid overdose awareness, prevention, and naloxone education as part of the College's health education and substance abuse prevention initiatives.

Administration, Compliance and College Wide Coordination

Maintain accurate, confidential, and timely Health Services records and documentation in accordance with College policies and applicable federal and state requirements.

Maintain a compliance calendar for professional license and certification requirements, required training, AED inspections and maintenance, program reviews, health education activities, and reporting deadlines.
Prepare required departmental, compliance, program, and operational reports. Maintain data necessary to evaluate Health Services activities and support institutional reporting and continuous improvement.

Collaborate with Student Affairs, Campus Police, Safety and Risk Management, Human Resources, campus and site leadership, academic departments, and external health and public safety agencies regarding health, safety, emergency response, prevention, and compliance matters.

Participate in College committees, emergency response activities, special events, and institutional initiatives where Health Services expertise is required.

Perform other related duties and assignments as directed by the Director of Student Life or appropriate College leadership.

Associate degree from an accredited college in Emergency Medical Services, Paramedicine, Health Sciences, or a closely related field.
Successful completion of a state approved Paramedic education program.

Demonstrated knowledge of emergency medical assessment, Advanced Life Support principles, emergency response procedures, infection prevention, bloodborne pathogen precautions, and applicable health and safety practices. Ability to recognize signs and symptoms of suspected opioid overdose and administer intranasal naloxone when clinically indicated and authorized by College protocols and the employee's professional scope of practice.

Ability to recognize and respond appropriately to medical emergencies and campus crisis situations and exercise sound professional judgment in high pressure and sensitive situations.

Strong organizational, analytical, written, verbal, and interpersonal communication skills with the ability to coordinate effectively with students, faculty, staff, Campus Police, emergency responders, healthcare professionals, College leadership, and external agencies.

Demonstrated ability to maintain accurate records and safeguard confidential medical, exposure, incident, and compliance information.
Proficiency with Microsoft Office and electronic information systems used for documentation, reporting, training records, and program administration.

Physical Demands:
The position requires the physical ability to respond to medical emergencies throughout College facilities and grounds and to perform emergency medical functions consistent with the duties of a licensed Paramedic.

The employee must be able to stand, walk, bend, kneel, reach, perform CPR, operate emergency medical equipment, move emergency supplies, and assist with emergency response activities.

The position may involve exposure to blood, bodily fluids, infectious materials, medical emergencies, emotionally distressed individuals, and other occupational hazards associated with emergency medical response. Appropriate personal protective equipment and universal precautions must be utilized in accordance with College policy.

The position requires flexibility to respond to College needs and may include evenings, weekends, emergency situations, special events, training activities, and College wide assignments.
The position has College wide health services and emergency response responsibilities and may require travel to Delgado campuses and sites.

Current National Registry of Emergency Medical Technicians Paramedic certification. Current and unrestricted Louisiana Paramedic license issued by the Louisiana Department of Health, Bureau of Emergency Medical Services. Current Basic Life Support CPR and AED certification. Must complete and maintain College approved naloxone administration training and be qualified to administer intranasal naloxone, including Narcan, when clinically indicated and consistent with authorized scope of practice, College protocols, and applicable law. Must maintain all required licenses, certifications, and training throughout employment.

Experience providing Paramedic level emergency medical services in a higher education, institutional, public health, or comparable setting. Experience coordinating health education, emergency preparedness, CPR and AED programs, bloodborne pathogen compliance, accident and incident reporting, or other health and safety programs. Experience maintaining confidential health and compliance records and working collaboratively with law enforcement, emergency medical services, healthcare providers, and public health agencies.
