Simprints is a nonprofit tech company with a mission to radically increase transparency and effectiveness in global development. We build ethical, inclusive digital ID powered by biometrics to ensure that every vaccine, every dollar, and every public good reaches the people who need them most. Simprints partners with organizations like Gavi to boost immunization rates in developing countries, Ministries of Health like Ghana on pandemic response, and NGOs like BRAC to deliver maternal healthcare. Studies have shown Simprints increases impact through real-time, precision data, for example increasing maternal health visits by 38% in Bangladesh or accurate HIV tracing by 62% in Malawi. Today we’ve worked in over 17 countries helping deliver health, aid, and finance to >4M people.

This role involves the management, supervision, coordination, and oversight of the integration, implementation, and utilisation of infant biometrics within the eCHIS system. It also requires providing supervision to both field supervisors and coordinators.

This project, "Biometrically-enabled performance-based incentives (PBI) for increasing vaccination coverage," aims to boost immunisation rates, particularly for zero-dose and under-immunized children in remote communities. The approach involves combining biometric tracking technology with cash incentives to motivate health extension workers to actively find and vaccinate these children. The expected outcome is the creation of an accurate, biometrically-verified registry of unique children vaccinated, leading to increased health worker performance and expanded outreach and sensitization activities. The project regions are Oromia and Somali.

Deep understanding of local context, with experience in public health and immunization, specifically in supporting national health sector interventions.

Digital Health and HIS experience: You have demonstrated experience working with digital health systems or health information platforms like eCHIS, DHIS-2, mBrana or any other digital information systems and experience in implementation, rollout, and adoption of the systems.

Knowledge in data collection systems. You have a background in mobile data collection, working with case management systems and transactional data.

Team coordination and collaboration: You have the ability and experience to coordinate and collaborate with the team to achieve project goals.

Excellent stakeholder management and communication skills. You are empathetic and seek to understand different perspectives, bring clarity to ambiguous or ill-defined needs, can negotiate diplomatically when there are competing interests, and influence across stakeholder groups to secure buy-in and alignment .

Excellent report writing and presentation skills : You have the ability to contribute to different project reports and present to project stakeholders

Time management. You are organised, process-oriented, and attentive to following through on planned tasks and activities. You know how to allocate and shift resources to provide support to team members as needed, ensuring that project deliverables are met on time and on budget.

Good analytical skills: You have experience with digging into and making meaning from qualitative and quantitative data. You understand privacy and information management ethical concerns and have the ability to manage information management activities within ethical guidelines

Strong training skills. We work across multiple sectors with a variety of stakeholders. Being able to tailor training to audiences of varying technical literacy levels, for a number of different use cases and workflows, is crucial. You are comfortable conducting in-person training in resource-limited settings.

Manage regional project coordination and collaboration with the support form the project manager

Ensure adherence to data quality standards and proper data capturing procedures.

Conduct community sensitization activities with health, religious, and community leaders to promote biometric immunization registration.

Swiftly and clearly address any community concerns to reduce resistance to immunization registration.

Support the Field Coordinator in overall change management and stakeholder engagement efforts.

Monitor system functionality across the woreda, ensuring proper utilization of biometric modules and components by HEWs and Health Center staff.

Identify, document, and report any technical issues, system bugs, or operational challenges to the (Immediate Supervisor/Country PM) and the central support team.

Troubleshoot device or application-related issues during site visits to ensure uninterrupted service delivery.

Serve as a liaison between the central support team and field coordinator , coordinating timely resolution of issues affecting biometric registration or data synchronization.

Strengthen collaboration among HEWs, supervisors, and health facility staff for coordinated immunization service delivery.

Support the organization and implementation of outreach vaccination campaigns, mobile immunization sessions, and community engagement initiatives.

Ensure proper functionality of project devices, applications, and reporting systems during all field activities.

Support the implementation and utilization of eCHIS dashboards at all levels (HEWs, eCHIS Supervisors, and MoH officials) for monitoring immunization activities and decision-making.

Ensure the dashboard displays real-time data and collaborate with the central support team to proactively resolve data-related issues.

Train HEWs, eCHIS Supervisors, and MoH officials on interpreting and using dashboard indicators for program monitoring.

Support HEWs, eCHIS Supervisors, woreda leadership, and MoH officials in using data for planning and decision-making.

Monitor key indicators (e.g., vaccination coverage, biometric registration) from the dashboard, coordinate with responsible teams, and report on the current status.

Plan and coordinate periodic Supportive Supervision (SS) and Integrated Supportive Supervision (ISS) visits, coordinating with the Field Supervisor and RHBs.

Manage and support the implementation of incentive mechanisms for HEWs based on biometrically verified vaccination visits.

Ensure proper documentation and verification of vaccination activities recorded in eCHIS.

Monitor performance indicators to support transparent incentive tracking and reporting.

Prepare weekly and monthly reports documenting implementation progress, field activities, supervision findings, and system/operational challenges.

Maintain proper documentation for training sessions, supervision visits, technical issues, and any corrective actions or mitigation steps taken.

Coordinate with Field Coordinators, RHBs, and technical teams to ensure alignment with project objectives and implementation plans.

Actively participate in the regional Technical Working Group (TWG) meetings and other workshops and coordination platforms.

Ensure compliance with organizational policies, accountability frameworks, and financial procedures, including timely submission of expense reports and settlement of advances.

Experience configuring or implementing data collection platforms: such as DHIS2, CommCare, ODK, OpenSRP, and/or other technology platforms commonly used in global development. You are knowledgeable about, have designed, or implemented workflows common among frontline workers in development programs (e.g. health care, aid distribution, research, education).

Understanding of technical concepts. You are able to understand at a high level the technical elements of desktop, mobile and cloud software services and applications with a specific emphasis on data concepts. You should also be able to create data flow diagrams and understand privacy impact assessments.

The position is based in the Somali region and requires frequent travel to Regional health bureaus, Woreda, rural health posts, and Outreach sites to monitor field activities.

This assignment is until January 2029 and may be renewed subject to the availability of funding and performance.
