The Project Manager – Track (New York) is responsible for overseeing track construction, rehabilitation, and maintenance operations within assigned New York project sites, including work performed in coordination with the MTA, LIRR, Metro-North, NJ Transit, and other New York-area transit authorities. At the early stages of a project, this role will be in an office setting managing construction paperwork, submittals, and regulatory coordination. Once construction is underway, the majority of work will require this position to be in the field directing track crews. This position ensures construction progresses on schedule, contract specifications are adhered to, and all work complies with applicable FRA, MTA, and New York State DOT requirements.
  • Manage field activities across track scope on New York project sites
  • Plan, organize, and direct projects to ensure completion on time and within budget
  • Supervise and direct onsite track crews
  • Resolve crises and coordinate emergency responses in compliance with MTA and FRA protocols
  • Ensure proper maintenance of onsite equipment for all operations
  • Draft, submit, and maintain project reports, RFIs, submittals, and daily field logs
  • Complete daily inspections of job site and ensure field work conforms to contract documents
  • Coordinate with MTA, LIRR, Metro-North, NJ Transit, and New York State DOT representatives as required
  • Availability to work some weekends (OT paid for this)

Responsibilities

  • Oversee track construction, rehabilitation, and maintenance operations including rail, tie, and ballast work on New York revenue service lines
  • Manage track geometry, alignment, and surface compliance per FRA Track Safety Standards (49 CFR Part 213) and applicable MTA engineering standards
  • Coordinate flagging, track protection, and work zone safety per New York transit authority rules and GCOR/NORAC operating procedures
  • Oversee switch and crossing installation, OTM machine operations, and specialty trackwork in subway, commuter rail, and freight environments
  • Monitor and document track inspection results; identify defects and initiate corrective action with the owner’s engineering team
  • Manage track outage windows, track access agreements, and timely return-to-service for revenue operations
  • Good interpersonal, leadership, and communication skills 
  • Knowledge of track construction required; familiarity with New York transit authority engineering standards preferred
  • Computer knowledge: Familiar with Microsoft Suites 
  • Understanding safety guidelines 
  • Attention to detail and excellent time management skills 
  • Analytical and strong problem-solving ability 
  • The ability to communicate in a professional manner with owner’s representatives, coworkers and direct supervisors 
  • Ability to complete work under time pressure and to maintain composure under the stress of emergency situations 
  • Must be able to work well with others 
  • Familiarity with FRA Track Safety Standards (49 CFR Part 213)
  • Working knowledge of AREMA standards and New York transit authority engineering and operating rules
  • Experience managing multiple subcontractors and trade disciplines on active railroad right-of-way
  • Ability to read and interpret engineering drawings and contract documents
  • Minimum 5 years of railroad track construction experience required, with New York transit or commuter rail project experience strongly preferred
  • Railroad Transit experience required 
  • 4 year college degree in Construction Management/Engineering preferred
  • Or, 5+ years of construction experience with 3+ years of managing/supervising work crews 
    • Work in extreme all-weather conditions (hot, cold, rain, snow and sleet) 
    • Able to walk on uneven surfaces over sometimes great distances 
    • Able to work in conditions with loud noise; work on/around heavy/moving machinery; bend, walk, stand and sit for extended time 
    • Must be able to lift 50 pounds 
  • Must be willing to travel
