Professional Services Analyst – Madison, WI (ROLLING APPLICATION) Pay Range: $42–$72 per hourWork Model: Hybrid or OnsiteApplication Status: Accepting applications on a rolling basis Position Summary The Professional Services Analyst supports the Wisconsin Department of Employee Trust Funds (ETF), which administers benefit programs for current, inactive, and retired public employees and their beneficiaries. These programs include the Wisconsin Retirement System, various insurance programs, disability programs, and long‑term care benefits. This role is responsible for developing and updating detailed procedural documentation, capturing business process changes driven by modernization efforts, and translating complex information into clear, plain‑language resources for staff and stakeholders. The analyst will collaborate across program areas to support communication, training, policy development, and operational improvements. Positions May Include Technical Writer Communications Assistant Executive Staff Assistant / Paralegal Purchasing & Contracts Specialist (BCAP) Benefits Program & Policy Analyst Training & Development / eLearning Specialist Actuarial Analyst Key Responsibilities Develop, revise, and document business processes and worker procedures. Translate complex program components and statutory requirements into clear instructional materials. Update manuals, guides, and informational brochures in plain language. Prepare analyses, technical reports, data visualizations, and other decision‑support materials. Support modernization initiatives, including documenting system and workflow changes. Collaborate across teams to ensure alignment of procedures and communications. Facilitate meetings, support consensus building, and contribute in a team environment. Analyze data, identify problems, and propose well‑supported solutions. Minimum Qualifications Strong organizational and project planning skills; ability to manage multiple priorities. Excellent written and verbal communication skills. Ability to explain complex concepts to stakeholders of varying expertise. Experience developing procedural documentation, technical writing, or policy materials. Ability to prepare charts, graphs, tables, and other analytical reports. Proficiency with spreadsheets, relational databases, and Microsoft Office applications. Strong analytical and problem‑solving abilities. Ability to work effectively as part of collaborative, cross‑functional teams. Knowledge of group facilitation methods and effective meeting practices. Familiarity with adult learning principles (for training/eLearning assignments). Demonstrated ability to exercise judgment, initiative, and discretion.
