We are looking for a Finance Director that will be responsible for directing and managing all aspects of the Finance Department. It will provide overall direction and leadership in financial operations, accounting, budgeting, audit preparation, investments, grants, debt management, financial forecasting, financial analyses, sales and lodging tax administration, payroll and related benefits and financial election questions; will supervise all department employees, and inform and advise Town Manager and elected officials on financial matters and all other matters of this position.

 

 

  • Supervisory and management responsibilities for all aspects of financial activities of the organization including accounting, payroll and related benefits, and budgeting for the Town.
  • Advises and consults with the Town Manager and department heads on economic objectives and fiscal policies and problems.
  • Develops and manages strategies to assure effective financial planning and analysis; evaluates Towns needs and recommends fiscal resource requirements.
  • Interprets laws, rules, regulations and guidelines pertaining to financial planning and analysis.
  • Interprets laws, rules, regulations and guidelines pertaining to financial procedures; develops and manages finance and budget policies and procedures to monitor the financial performance of the Town; clarifies and reconciles complex financial issues; formulates and adjusts financial goals, objectives, programs and priorities.
  • Provides overall direction to financial operations and for the accurate and timely accounting for each Town fund.  Assures the quality of financial activities.
  • Formulates strategies and adjusts financial goals, objectives, programs and priorities. Clarifies and reconciles complex financial issues.
  • Prepares, conducts and develops the annual Town budget process. Responsible for the preparation and management of the annual budget.  Coordinates with department and division heads for computerization, inputting and scheduling of budget.  Reviews and monitors all individual departments’ original budget submissions for justification of changes to the budget. Presents budget to elected officials and Financial Advisory Board.
  • Oversees the planning, directing, reviewing and coordination of the annual audit work plans for preparation of the annual financial report.
  • Monitors analysis of budget and financial changes, revenue cycles and financial planning activities.
  • Responsible for the Town’s debt and lease financing.  Reviews and makes recommendations on bond underwriters, bond proposals and debt management.  Reviews all bond documents through bond closing. Responsible for financial election questions.
  • Manages the Capital Improvement Program developing worksheets directing the funding for all of the projects through various restricted funding sources and maintaining balances within the fund.
  • Plans, coordinates and directs all activities of payroll and related benefit activities. Performs supervisory, professional and advisory work in the overall program of payroll administration.
  • Responsible for public official liability, property and casualty insurance program; reviews and submits insurance claims and handles insurance coverage and renewal process.
  • Overall supervisory and management for the interpretation and collection of the Town’s local sales tax and lodging tax collections including the auditing and interpretations of the sales/lodging tax code and ordinance and delinquent collections.
  • Supervisory responsibilities such as hiring, disciplining, training, coaching, evaluating performance, and providing day-to-day oversight to the Assistant Finance Director, Finance Manager and Financial Sales & Tax Analyst

Requirements

  • Any combination of experience and training equivalent to a bachelor’s degree in business or accounting with course work in personnel or business administration
  • Six years of progressively responsible experience in accounting and risk management
  • Three years of supervisory experience
  • Five years of public sector experience preferred.
  • Proficiency with Microsoft Office Suite is required;
  • Strategic and detail-oriented.
  • Thorough knowledge of governmental accounting principles and practices.
