Haiti is experiencing a complex and protracted humanitarian crisis, characterized by widespread insecurity, forced displacement, the progressive breakdown of essential services, and deteriorating living conditions. According to the 2026 Humanitarian Response Plan (HRP), over 6 million people are in need of humanitarian assistance, with total funding requirements estimated at USD 684 million.
Within this context, both the WASH and Education Clusters play a central role in coordinating life-saving humanitarian assistance. The WASH Cluster aims to reach 1.4 million people with water, sanitation, and hygiene services in 2026 (estimated requirement: USD 72 million), while the Education Cluster targets approximately 1 million people with education services (estimated requirement: USD 62 million).
Children, women, internally displaced persons, and host communities are particularly affected, facing heightened risks of disease outbreaks, including cholera, reduced access to safe water, sanitation, and education, and increased protection concerns. Internal displacement continues to rise, with 1.45 million people currently displaced, while national and institutional capacities remain significantly weakened by ongoing political, economic, and security instability.
In this environment, the WASH and Education Clusters provide essential coordination to ensure a coherent, needs-based, and well-targeted humanitarian response. The scale, geographic spread, and rapidly evolving nature of the crisis require robust information management systems to support needs analysis, operational planning, response monitoring, and strategic decision-making at both national and sub-national levels.
In Haiti, the WASH Cluster has not been formally activated and functions as a sector aligned with cluster coordination principles, under the leadership of DINEPA with UNICEF as co‑lead. The Education Cluster, which is formally activated, is led by the Ministry of Education and co‑led by UNICEF.
To strengthen these functions, UNICEF is reinforcing the information management capacities of both clusters.
