Background
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. In Ukraine, UNICEF’s Partnerships Section manages a broad and diverse portfolio of public sector partners, including bilateral donors, embassies and other institutional partners, while also supporting engagement with UNICEF National Committees and private sector partners. This work takes place in a complex and fast-evolving operating environment, requiring timely, accurate and donor-sensitive communication, strong coordination with programme sections, and consistent stewardship of existing and emerging partnerships. The scale and complexity of UNICEF Ukraine’s partnership portfolio place significant demands on reporting, proposal development, donor engagement, knowledge management and follow-up with partners at country, regional and capital levels.
Purpose of the Consultancy
The purpose of this consultancy is to provide time-bound, deliverable-based support to the Partnerships Section during a period of heightened workload and competing deadlines, particularly in relation to donor reporting, annual reviews, proposal development, donor engagement and partnership knowledge management. The consultant will support the timely preparation, quality assurance and finalization of key partnership products, including an estimated 17 donor reports due by the end of December 2026, two annual reviews, donor engagement materials, funding proposals or concept notes, and related briefing and communication products for engagement with public and private sector partners, embassies and capital-level counterparts. The consultancy will also strengthen internal coordination by consolidating programme inputs, tracking reporting obligations and donor-specific requirements, supporting the 2027 reporting tracker and first-quarter reporting tools, and establishing a donor contact file to support accurate and well-documented partner engagement. By providing dedicated additional capacity for clearly defined outputs, the consultancy will enable UNICEF Ukraine to maintain timely, consistent and high-quality engagement with partners and stakeholders, while supporting effective stewardship of existing partnerships and the development of new funding opportunities.

Requirements
~2 min read- Education:
- Master's degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree
- Work Experience:
- A minimum of five years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, or other relevant area.
- Language Requirements:
- Fluency in English is required. Knowledge of another official UN language or Ukrainian language is an asset
- Knowledge/Expertise/Skills:
- In-depth knowledge of partnership development and resource mobilization.
- Demonstrated ability to formulate new approaches in respect of resources management and outreach- related activities.
- Skill in the identification of new opportunities or requirements to meet challenges in the field and propose changes.
- Excellent communications skills, verbal and written.
- Proven experience in preparing, reviewing and quality assuring donor reports, including consolidating programme inputs, ensuring accuracy and coherence, and tailoring content to donor requirements and reporting standards.
- In-depth familiarity with political and governmental processes
- Desirables:
- Developing country work experience and/or familiarity with emergency contexts is desirable.
- Experience working with key public sector donors, including the United Kingdom, ECHO, KOICA, Gavi and the United States, is also desirable.
