UNICEF Egypt is initiating the development of its new Country Programme Document (CPD) for the period 2028–2032, aligned with national priorities, the UN Sustainable Development Cooperation Framework (UNSDCF), the UNICEF Strategic Plan (2026–2029), and the SDGs.
The CPD will be developed through a government-led, evidence-based, and participatory process, involving:
• Evidence synthesis
• Strategic prioritization and Theory of Change (ToC) development
• Results and Resource Framework (RRF) formulation
• Drafting of explanatory notes and the CPD document

The process emphasizes focus, scale, impact, and systems strengthening, with strong attention to equity, gender, disability inclusion, and Leave No One Behind (LNOB) principles.

Given the complexity, tight timelines, and need for high-quality facilitation, synthesis, and coordination, UNICEF Egypt requires dedicated technical support to ensure a coherent, well-sequenced, and high-quality CPD development process.

The purpose of this consultancy is to provide technical, facilitation, and coordination support to the development of the UNICEF Egypt Country Programme (2028–2032), ensuring a structured, participatory, and high-quality process from evidence synthesis through to CPD drafting and finalization.

• Supporting evidence synthesis and analysis to inform program prioritization

• Facilitate strategic prioritization processes, including Strategic Moments of Reflection (SMRs)

• Support the development and articulation of the Theory of Change (ToC)

• Support development of the Results and Resource Framework (RRF) and explanatory note

• Provide high-quality drafting, synthesis, and quality assurance support for the CPD package

• Ensure alignment with UNICEF guidance and Rights and Results Programming (RRP) principles

Requirements

Excellent command of English (written and spoken)

Masters degree in Economics, Social Science, Sociology, Development Studies or similar areas.

Work experience

At least 10 years of experience in leading strategic planning processes, including demonstrated experience in leading UNICEF planning processes (for example, CPD development).

- Excellent communication skills – both written and verbal.

- Strong facilitation and strategic writing skills.

- Familiarity with UNICEF CPP guidance and RRBM principles

- Experience working in Egypt or similar contexts is an asset

- Excellent active listening skills.

- Problem-solving and root cause identification skills.

- Strong analytic and decision-making abilities.

- Must be a team player and able to work with and through others.

- Previous work experience at a senior level with UNICEF is strongly preferred; experience with another UN agency is an asset.

- Knowledge of Ai evidence synthesis and documentation application is an asset
