National Consultant for provision of informational support for activities of National Commission for Women and Family and Demographic Policy under the President of the Republic of Kazakhstan

UN Women actively promotes the equal participation of women in all spheres of life, focusing on five priority areas of action: strengthening women's leadership and participation in society; elimination of violence against women; involvement of women in solving the whole range of issues of ensuring peace and security; empowering women in the economy; ensuring the central role of gender equality in national development planning and budgeting processes. UN Women also coordinates work to promote gender equality throughout the UN system.
UN Women Kazakhstan, jointly with the Ministry of Culture and Information of the Republic of Kazakhstan (hereinafter referred to as the Ministry), and with the support of the National Commission on Women's Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan (hereinafter referred to as the National Commission), is implementing the project “Promoting Women’s Legal Protection, Strengthening Gender Equality, and Ensuring Women’s Full Participation in the Socio-Political Life of the Country” for the period 2025–2027.
To support communication and visibility of the National Commission’s activities and the measures undertaken by national partners in the areas of family and gender policy, as well as to raise public awareness of the implementation of the Concept of Family and Gender Policy of the Republic of Kazakhstan until 2030, UN Women Kazakhstan plans to engage a national National Consultant to provide professional information and communication support to the National Commission. The National Consultant will help ensure timely coverage of events, initiatives, and achievements in the field of family and gender policy through official communication channels throughout 2026.
To provide comprehensive communications support for the activities of the National Commission in the areas of gender equality and women’s empowerment through the end of 2026. This includes management of the official website and social media accounts, coverage of events, media monitoring, and engagement of experts.
The assignment includes, but is not limited to, the following:
- Weekly updates of relevant information and photographs on the official website and social media platforms;
- Coverage of field visits, meetings, roundtables, and training sessions involving members of the National Commission; monitoring of traditional and social media, with the preparation of monthly reports on key events and initiatives; facilitation of expert participation in national and regional television programs;
- Support in organizing online events on family and gender policy issues; development and maintenance of a pool of speakers and experts available to provide commentary on relevant topics;
- Preparation and promotion of articles, events, and short video materials featuring members of the National Commission, aimed at explaining and raising awareness of gender and family policy issues, as outlined in the table below.
Particular emphasis will be placed on partnerships with bloggers, media outlets, news platforms, and opinion leaders to increase public awareness and visibility of the National Commission among the wider public.

National Consultant’s Workplace and Official Travel
Home based from Astana. No travel expected.
UN Women support to the National Consultant:
UN Women Kazakhstan, within its capabilities, will provide support to the National Consultant to facilitate communication within the project. National Consultant will work under the direct supervision of UN Women Kazakhstan Programme Specialist and Project manager. Final report should be submitted in Russian.

Requirements
~1 min read- Bachelor’s degree in journalism, Communications, Public Relations, Social Sciences, Political Science, or a related field.
- At least 10 years of professional experience in journalism, media, public relations, or strategic communications.
- Demonstrated experience in website administration and management of social media accounts and content for institutional or national partners.
- Demonstrated experience in engaging experts and coordinating their participation in television and radio programmes.
- Experience working with government institutions, international organizations, or the expert community will be considered as an asset.
- Excellent written and spoken Kazakh and Russian language skills are required.
- Excellent written and spoken English language skills will be considered an asset.
Monthly payment will be made after the presentation and approval of the results by UN Women Project Manager or Programme Specialist. The work of the National Consultant will be evaluated based on criteria such as timeliness, responsibility, initiative, sociability, accuracy, and quality.
