WHO WE ARE:
Texas Workforce Commission connects people with careers across the state. While we are based in Austin on the north lawn of the Texas State Capitol, we have offices statewide. We're a Family Friendly Certified Workplace with great work-life balance, competitive salaries, extensive opportunities for training and development, and fantastic benefits. We are looking for a VR Personnel Operations Supervisor (Program Supervisor VI) to join our Vocational Rehabilitation division. This position is located at 1117 Trinity St., Austin, TX.

TWC is not considering applications from individuals who require sponsorship for an employment visa, now or in the future, for this position. This includes, but is not limited to, individuals currently on H-1B, F-1 (OPT/CPT), or H-4 visas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

POSITION SUMMARY:
The VR Personnel Operations Supervisor (Program Supervisor VI) performs advanced (senior-level) administrative and supervisory program work directing statewide personnel operations, talent lifecycle management, and administrative division support for the Texas Workforce Commission (TWC) Vocational Rehabilitation (VR) Division. Work involves establishing program goals, priorities, and standards; developing and implementing comprehensive division guidelines, operational policies, and standard procedures; coordinating program activities; and monitoring and evaluating overall operational performance to ensure seamless, expedited service delivery across all statewide VR Field Service Delivery areas and State Office Departments.

Unlike traditional reactive compliance roles, this supervisor serves as a strategic change agent, continuous-improvement champion, and collaborative leader who unifies a historically decentralized, fragmented regional liaison structure into a centralized, customer-focused operational unit. The primary mandate of this position is to shift the team's operating culture from passive administrative monitoring and transactional paperwork routing to proactive process ownership, innovative problem-solving, and consultative support for VR Management.

This position is directly responsible for evaluating legacy workflows to identify redundancies, championing business process re-engineering and automation (replacing staff-dependent triggers with automated, proactive routines), and eliminating administrative inefficiencies. Works in close partnership with division leadership, TWC Central Human Resources, and the Office of General Counsel (OGC) to establish unified, error-free operational pipelines. Supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative, innovation, and independent judgment.

KNOWLEDGE AND ABILITIES:
Knowledge of:
Principles, modern concepts, and best practices of public human resources administration, talent acquisition, and workforce management. Local, state, and federal laws, rules, and regulations governing public employment (including ADA, FMLA, FLSA, Title VII, and state personnel directives). Vocational Rehabilitation program operations, counselor career paths, and specialized professional credentialing standards. Business process re-engineering, workflow automation strategies, and continuous quality improvement methodologies. Public administration, workforce planning, supervisory management techniques, and FTE position control.

Ability to:
Lead an operational transition from decentralized, regional workflows to a synchronized statewide service model. Balance strict regulatory and policy compliance with practical, customer-focused support for field operations. Devise innovative solutions to administrative problems and automate manual, staff-dependent tasks. Interpret, evaluate, and communicate complex policies and procedures clearly and concisely to diverse stakeholders. Plan, assign, prioritize, and supervise the work of others in a high-volume, deadline-driven environment. Maintain the highest standards of professional ethics, integrity, confidentiality, and objective judgment.

YOU QUALIFY WITH:
- Three years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
- Relevant academic credits may be applied toward experience qualifications for this position.

YOU ARE A GREAT FIT WITH:
- Five (5) or more years of progressively responsible experience in human resources operations, talent acquisition, compensation analysis, or staff services within a Texas state agency or public sector entity.
- Two (2) or more years of experience in a supervisory, team lead, or project manager capacity overseeing professional personnel liaisons, coordinators, or administrative teams.
- Hands-on proficiency with the State of Texas Centralized Accounting and Payroll/Personnel System (CAPPS HR/Payroll), Taleo Recruiting, ServiceNow, and DocuSign.
- Demonstrated experience evaluating legacy business processes, eliminating bureaucratic inefficiencies, and implementing automated tracking tools (such as advanced SharePoint workflows, Power Automate, or automated spreadsheet management).
- Prior working knowledge of Texas Vocational Rehabilitation Services, counselor credentialing standards (CSPD), caseload structures, or local workforce development alignment.
- Professional HR certification (e.g., SHRM-CP/SHRM-SCP, PHR/SPHR, or IPMA-HR).

YOU GAIN:
- A Family Friendly Certified Workplace
- Competitive salary: $6,725.42 - $8,580.63/month
- Defined Retirement Benefit Plan
- Optional 401(k) and 457 accounts
