About the Role

Deliver Regulatory Tracking and Investment Compliance Review operations, with dedicated ownership of (i) Debt Investment Plan compliance (DIP) and (ii) Bond Futures & Derivatives compliance framework for the IAMAC capability applications and ongoing monitoring.

Responsibilities

  • Daily monitoring of NFRA/PBoC/CSRC/IAMAC/SAC/CFFEX publications with dedicated focus on non-standard and derivatives regulations.
  • Issue new-rule interpretation memos within 10 working days; perform gap analysis vs. internal policies and capability application commitments; drive remediation.
  • Issue compliance opinions on new instruments, counterparties, and related-party transactions; maintain restricted list.
  • Operate post-trade compliance monitoring system — ratio limits, concentration, asset classification; manage active/passive breach workflow; liaise with Group Investment Compliance CoE.
  • Support IAMAC Debt Investment Plan capability application — prepare compliance section of the application dossier.
  • Pre-issuance compliance review: borrower qualification, project legality, government-debt restriction, credit enhancement structure, look-through to underlying assets, qualified investor confirmation, and sales material review.
  • Ongoing compliance: borrower covenant monitoring, escrow account operations, principal & interest payment compliance; default & restructuring compliance procedures including reporting to NFRA & IAMAC.
  • Review of external non-standard products purchased as investor — manager qualification, structure, look-through, related-party and concentration limit testing.
  • Lead compliance assessment aligned with NFRA heightened expectations on substantive due diligence, channel-business prevention, hidden government debt restriction, and related-party non-standard caps.
  • Investigate breaches & errors; root-cause analysis; remediation tracking; regulatory reporting where applicable.
  • Support IAMAC (derivatives & alternatives) Capability Application — draft compliance policies, internal control procedures, related person filings; be named as Designated Compliance Personnel with derivatives qualification proof.
  • Draft and maintain Alternatives & Derivatives Investment Compliance Procedure; define hedging-only purpose boundary; coordinate ISDA/CSA/NAFMII master agreement legal review.
  • Pre-trade compliance opinion on each derivative strategy — purpose validation, notional vs. regulatory caps, counterparty eligibility, margin & collateral arrangement compliance.
  • Daily post-trade monitoring of derivatives positions, hedge ratio, and regulatory ratios; trigger alerts for breaches.
  • Quarterly/annual derivatives reports to NFRA & IAMAC; material event reporting (e.g. single-day loss exceeding threshold, counterparty default, hedge failure).
  • Coordinate with CCO or Compliance Manager (FCC/Conduct) on enhanced personal dealing restrictions for staff with derivatives trading access.
  • Support AD, Compliance Management on quarterly compliance report with dedicated DIP & derivatives section.
  • Deliver compliance training to Investment & Operations on non-standard and derivatives.

Requirements

  • CFFEX/SAC Financial Derivatives Qualification required at hire.
  • IAMAC insurance funds practitioner qualification.
  • Will be named as Designated Compliance Personnel in the IAMAC Derivatives Capability Application.
  • Bachelor's or above in Finance/Law/Economics; CFA/FRM preferred.
  • 8-10 years buy-side compliance, ≥3 years hands-on non-standard DIP compliance (issuance or investment side) at insurance asset manager, trust company or bank wealth management subsidiary.
  • Derivatives compliance experience (interest rate swaps / bond futures / FX forwards) preferred.
  • Mandatory CFFEX/SAC derivatives qualification at hire; eligible to be named in IAMAC application.
  • Strong familiarity with Insurance Funds Utilisation Measures, Insurance Asset Management Product Interim Measures, Debt Investment Plan Implementation Rules, Measures on Insurance Funds Participating in Financial Derivatives, Provisions on Insurance Funds Participating in Treasury Bond Futures, and IAMAC self-regulatory rules.
  • Hands-on with compliance systems (Hengsheng/Charles River/Bloomberg AIM); Murex/Calypso a plus.
  • Bilingual; strong regulatory drafting.
