We are currently hiring a Contract Specialist to coordinate, develop, and administer all activities related to contract management throughout the full contract lifecycle. This role gathers requirements, prepares contract documents, manages solicitations and bids, and oversees contract completion. The Contract Specialist supports highway construction and improvement projects by compiling, reviewing, and maintaining contracts for capital improvement programs, equipment, materials, and professional services. The position ensures compliance with prevailing wage requirements, submits reports to appropriate agencies, monitors project budgets, and manages joint powers agreements and related invoices.
Serving as the primary contact for external contracting representatives, the Contract Specialist provides guidance on bid processes and contract procedures, facilitates negotiations with suppliers and subcontractors, and tracks contract, grant, and agreement workflows. The role also processes change orders and supplemental agreements and may offer leadership, coaching, or mentoring to assigned staff.
This is a full-time, exempt, on-site position. Interviews will take place the week of August 26th, 2026 for those selected to move forward in the hiring process.

This position is primarily in the office, with the ability to work remotely one day a week after completion of probation.
Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.
Responsibilities

In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
Successfully pass driver’s license background check.

Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness.
Hearing abilities required for general and phone communication, signals, and machine sounds.
Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work.
Occasional lifting of 10-20 lbs.
Equipment used includes computers, phones, and standard office equipment.
Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
