The Argonne Regional Field Office (ARFO) provides the expertise and resources to combat foreign intelligence activities targeting laboratory personnel, facilities, research, and technologies. ARFO is the counterintelligence office supporting the US Department of Energy’s (DOE) Office of Intelligence and Counterintelligence (DOE-IN) with a regional area of responsibility (AOR) including Argonne National Laboratory, Fermi National Accelerator Laboratory, and Ames National Laboratory.
Counterintelligence Officers (CIO) assigned to ARFO are responsible for conducting DOE-IN authorized investigations and operations to identify and mitigate national security threats to DOE facilities in the AOR. Those threats include foreign intelligence services, foreign government operations, international terrorist organizations, insider threats, and counterintelligence-related cyber intrusions. CIOs are also responsible for a wide range of defensive and proactive engagement with laboratory leadership and personnel, including host and travel briefings and debriefings, targeted threat briefings, reviews of external agreements and collaborations, and counterintelligence education and awareness programs. CIOs prepare and present intelligence briefings to laboratory management and personnel as well as DOE-IN and U.S. Intelligence Community (USIC) partners. CIOs develop and maintain liaison relationships with key stakeholders within each laboratory, DOE Site Offices, USIC partners, and DOE-IN program managers. CIOs coordinate all investigative activities with Analysis and Cyber Program leads to ensure threat reporting and foreign intelligence is appropriately communicated and disseminated. As needed, CIOs support other CI Program initiatives under the direction of the Senior Counterintelligence Officer (SCIO), Operations Program Manager, or Intelligence Program Manager. CIOs attend counterintelligence training as needed and apply that training to enhance CI educational levels within the laboratories.
This posting will specifically support DOE-IN’s Covering Officer Program which provides tailored and enhanced CI support to high-risk and prioritized programs. CIO Covering Officer responsibilities include serving as the conduit between those priority programs and the DOE CI Program, proactively engaging with program leadership and key personnel, identifying and maintaining threat and vulnerability awareness, providing correspondingly tailored CI support, and integrating CI support into the program mission.
