POSITION OVERVIEW 

ART INC is seeking qualified independent contractors and service providers to provide trauma-informed support services, behavioral health services, wellness programming, case support, mentoring, and clinical counseling services for youth, families, and community members participating in ART INC programming. This Request for Proposals (RFP) is part of ART INC’s competitive procurement process and contractor selection procedures. 

Selected providers will support violence prevention, youth development, intervention services, crisis response, and community stabilization efforts through trauma-informed engagement. 

 

SERVICES BEING SOLICITED
 

ART INC is seeking proposals for one or more of the following service areas: 

  • Trauma & Clinical Services 
  • Individual counseling 
  • Family counseling 
  • Group therapy 
  • Crisis intervention 
  • Trauma-informed therapy 
  • Victim support services 
  • Behavioral health assessments 
  • Wellness and healing circles 

 

TARGET POPULATION 

Services may be provided to: 

  • Youth ages 6–24 
  • High-risk youth 
  • Victims of violence 
  • Justice-impacted individuals 
  • Families in crisis 
  • Community members impacted by trauma 

 

CONTRACT TERM 

Proposed contract periods may include: 

  • Short-term project contracts 
  • Monthly service agreements 
  • Fiscal year agreements 
  • Grant-funded service periods 

 

Contracts are contingent upon: 

  • Funding availability 
  • Program needs 
  • Compliance approval 
  • Performance monitoring 

 

COMPENSATION 

Compensation structures may include: 

  • Hourly rates 
  • Per-session rates 
  • Group facilitation rates 
  • Monthly retainers 
  • Deliverable-based agreements 

 

Rates must be competitive, reasonable, and aligned with grant budgets and procurement requirements. 

 

MINIMUM QUALIFICATIONS 

Applicants should possess: 

  • Relevant education and/or certifications 
  • Demonstrated experience working with youth or trauma-impacted populations 
  • Strong communication and documentation skills 
  • Experience in community-based services preferred 
  • Ability to work collaboratively within multidisciplinary teams 

 

Clinical Providers Must Also Have: 
 

  • Active Illinois licensure 
  • Professional liability insurance 
  • Trauma-informed care experience 
  • Good standing with licensing board
