We are seeking a Grants Program Analyst to support a NASA contract in Washington DC. The Grants Program Analyst provides professional support services to NASA’s Office of Procurement (OP), specifically within the Procurement and Grants Policy Division (PGPD), Grant Operations Management (GOM). The role supports NASA’s enterprise-wide grants and cooperative agreement functions, including NASA guidance development, audit resolution, training development, and communications.    Responsibilities:  Strategic Regulatory Monitoring & Application  Proactively track government-wide policy changes (e.g., Executive Orders, OMB, Treasury, GSA, OSTP, and interagency councils), independently review proposed rules, public comments, and final requirements, and assess relevance to NASA grants and cooperative agreements to ensure NASA compliance.  Conduct agency-level impact analyses; translate regulatory changes (especially 2 CFR) into actionable NASA policy, guidance, and lifecycle practices.  Develop adoption recommendations, high-level implementation approaches, and change‑management artifacts (FAQs, briefings, decision memos) to inform agency plans.   Policy Interpretation, Guidance and GCAP Stewardship  Provide clear, consistent interpretations of Federal grant policies and NASA grant guidance across stakeholders. Achieve and maintain mastery of NASA’s Grants and Cooperative Agreements Procedures (GCAP); map regulations to GCAP, identify gaps, propose updates, and align tools/templates/workflows with the grant lifecycle.  Develop and maintain practical reference guides, checklists, and job aids that enable policy execution.     Program‑Level Analysis & Continuous Improvement  Analyze NASA’s grants program holistically (processes, systems, templates, controls) to identify inefficiencies and gaps; evaluate implications and dependencies at the enterprise level. Recommend improvements, risk mitigations, and performance indicators; coordinate change adoption with Mission Directorates, Centers, HQ offices, procurement, legal, and program stakeholders.    NOFO Compliance & Advisory Support Review Notices of Funding Opportunities (NOFOs) pre‑release for compliance with Federal and NASA requirements; document findings and corrective actions.  Serve as a resource to program and procurement personnel, offering practical advice that balances compliance, mission needs, and operational feasibility     Data Collection, Reporting & Decision Support Plan and execute enterprise data calls and policy change analysis to support reporting, compliance, and agency‑level decision‑making; define data requirements, ensure quality, and synthesize insights.  Prepare monthly reports, charts, and memos; develop concise, actionable summaries and dashboards that illuminate trends, risks, and progress.     Training Development & Delivery Design and deliver training that builds competencies in managing grants and cooperative agreements across the lifecycle; tailor content to audience needs and platforms. Continually refresh materials to reflect evolving 2 CFR, GCAP updates, and best practices.   Communications & Knowledge Management Support enterprise communications (newsletters, newsflashes, website updates, quarterly forums) to socialize changes, clarify expectations, and reinforce consistent practices. Maintain organized, searchable documentation and repositories to ensure clarity, accessibility, and retention of institutional knowledge.     General Program Support Support senior leadership with policy alignment and program reviews.  Perform professional support functions across GOM’s business areas as assigned  Collaborate with Mission Directorates, Centers, and HQ offices to support consistent Agency-wide practices.  Required Skills and Competencies  Strong analytical and critical-thinking skills.  Regulatory curiosity.  Ability to interpret Federal and organizational policy.  Effective communication skills, both written and verbal. Ability to interpret and operationalize grant statutes, regulations, and policies; eligibility requirements; and funding restrictions. Ability to work independently and navigate evolving work environments.  Strong organizational skills and attention to detail. Experience developing training and/or technical reference materials.  Proficiency with presentation software and professional documentation. Ability to prioritize and reprioritize workload in response to occasional urgent, high-visibility requests and perform effectively under tight deadlines.     Minimum Qualifications  Bachelor’s degree and 5-7 years of experience or 11 years of experience in lieu of degree.  Master’s preferred.  Minimum experience: 3–5 years of experience in Federal grants, cooperative agreements, and Federal financial assistance policy, or related policy roles.  Preferred experience: 5–7+ years in grants management and compliance oversight. Experience with Title 2 of the Code of Federal Regulations and grants-related OMB memoranda. Understanding of the NASA Grant and Cooperative Agreement Manual (GCAM). Experience with Federal assistance processes and audit resolution are preferred. Certified Grants Management Specialist or Certified Grant Professional Certifications preferred, but not required. Experience specifically related to Federal research and development grants and cooperative agreements preferred, but not required.       Work Environment and Requirement Work is performed onsite at NASA Headquarters and Goddard Space Flight Center.  Occasional travel may be required Normal NASA security requirements apply.   Systems and Tools Grants.gov  SAM.gov  MSOffice 365 Suite of Applications
