ASRC Federal AFSS is a premier provider of systems engineering, software engineering, system integration and project management services for real-time, mission-critical defense systems. We are seeking a Senior Project Support / Grants Program and Systems Analyst to provide expert level support to a NASA contract in Washington DC.
Job Description:
The Grants Program and Systems Analyst provides professional support services to NASA’s Office of Procurement (OP), specifically within the Procurement and Grants Policy Division (PGPD), Grant Operations Management (GOM). The role supports NASA’s enterprise-wide grants and cooperative agreement functions, including NASA guidance development, training development, and communications.
Work Environment and Requirements
Work is performed onsite at NASA Headquarters and Goddard Space Flight Center.
Occasional travel may be required
Normal NASA security requirements apply.
Responsibilities:
Federal Policy Monitoring and Analysis
Monitor Federal-wide policy changes from Executive Orders, Office of Management and Budget (OMB), U.S. Department of Treasury, General Services Administration (GSA), Office of Science and Technology Policy (OSTP), and interagency councils.
Identify relevance and impacts to NASA grants and cooperative agreements.
Assist in conducting detailed impact analyses and map changes to NASA guidance, practices, systems, templates, and workflows.
Assist with adoption recommendations, implementation plans, and change-management artifacts (FAQs, briefings).
Collaborate to translate evolving grants management regulations and business requirements into detailed functional requirements, user stories, business rules, and system change requests for implementation within enterprise grants management systems.
Grants Management Systems
Partner with stakeholders to define, prioritize, validate, and implement enhancements that ensure grants management systems remain compliant with changing federal requirements.
Lead the end-to-end lifecycle of grants management system change requests, including requirements gathering, documentation, stakeholder coordination, impact analysis, prioritization, user acceptance testing, implementation tracking, and post-deployment validation.
Monitor and report the status of system enhancement requests, providing executive-level updates on implementation progress, milestone completion, outstanding risks, and anticipated impacts to operations.
Policy Interpretation and Guidance
Interpret, apply, and advise on federal assistance regulations to ensure agency-wide compliance and effective oversight.
Translate technical and regulatory data into clear, concise summaries for diverse audiences, including senior appointees and leadership councils.
Develop actionable insights from data pulls to support substantial progress assessments.
Provide clear, consistent interpretations of Federal grant policies and NASA grant guidance.
Develop and maintain practical reference guides and tools that support policy execution.
Data Collection & Reporting Support
Extract, clean, synthesize, and present complex award data for internal reviews, OMB submissions, senior appointee briefings, and enterprise reporting.
Develop and execute enterprise data calls to produce reporting products and briefing materials for Agency-level and executive-level decision-making.
Assist in organizing monthly reports, charts, memos, and related documentation.
Knowledge Management
Maintain organized documentation, ensuring clarity and accessibility.
General Program Support
Support senior leadership with policy alignment and program reviews.
Perform professional support functions across GOM’s business areas as assigned.
Collaborate with Mission Directorates, Centers, and HQ offices to support consistent Agency-wide practices.
Requirements:
Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job. Some travel may be required.
Strong analytical and critical-thinking skills.
Hands-on experience with federal grant management systems used to process awards, track status, and ensure compliance.
Effective communication skills, both written and verbal.
Ability to interpret and operationalize grant statutes, regulations, and policies; eligibility requirements; and funding restrictions.
Ability to work independently and navigate evolving work environments.
Strong organizational skills and attention to detail.
Experience developing training and/or technical reference materials.
Proficiency with presentation software and professional documentation.
Ability to prioritize and reprioritize workload in response to occasional urgent, high-visibility requests and perform effectively under tight deadlines.
Education and Experience:
Minimum experience: 3–5 years of experience in Federal grants, cooperative agreements, and Federal financial assistance policy, or related policy roles.
Preferred experience: 5–7+ years in grants management and compliance oversight.
Demonstrated knowledge of 2 CFR 200 Uniform Guidance, including cost principles, administrative requirements, and audit standards.
Understanding of the NASA Grant and Cooperative Agreement Manual (GCAM).
Experience managing the full lifecycle of federal grants and cooperative agreements, including award issuance, monitoring, and closeout.
Experience navigating NASA specific guidance and standards.
Bachelor’s degree.
Certified Grants Management Specialist or Certified Grant Professional Certifications preferred but not required.
Experience specifically related to Federal research and development grants and cooperative agreements preferred, but not required.
Experience with the following tools is highly preferred:
NSPIRES
Grants.gov
SAM.gov
Advanced proficiency with Microsoft 365 applications (Word, PowerPoint, Excel, Outlook)
National Institutes of Health’s eRA Commons is a plus
