ASRC Federal Advanced Research, LLC (AFAR) is seeking a Real Estate & Property Management Administrator/Specialist to support a potential contract with the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) in Norman, Oklahoma.    Work location: Onsite   Summary: The Real Estate & Property Management Administrator/Specialist serves as the National Weather Service’s lead specialist for real property, land use, and site‑siting matters related to existing and future radar installations helping to support the Radar Next program. This role combines real estate expertise, right‑of‑way acquisition experience, engineering literacy, and project management discipline to ensure radar facilities remain fully compliant, operational, and strategically located.   The individual is responsible for managing leases, easements, property negotiations, permitting, and landholder relationships while coordinating closely with engineering teams who oversee radar modernization, sustainment, and lifecycle planning. The position requires a strong understanding of siting criteria, environmental and local regulatory constraints, timelines, and the interplay between infrastructure development and mission‑critical weather operations.   Ideal candidates will have experience in public utilities, telecommunications infrastructure, or federal real property management (GSA experience strongly preferred).   Key Responsibilities Real Estate & Property Management Manage radar site leases, renewals, easements, land‑use agreements, and right‑of‑way documentation. Conduct negotiations with landowners, utilities, municipalities, and state/federal agencies. Evaluate and mitigate risks associated with property disputes, access issues, or compliance concerns. Site & Infrastructure Coordination Coordinate with engineering teams to understand technical requirements for radar placement, upgrades, tower work, and site access. Support site surveys, environmental assessments, and feasibility analyses.   Project & Program Management Maintain project schedules, coordinate milestones across real estate, engineering, and operations stakeholders. Track deadlines for lease renewals, permitting windows, environmental compliance, and construction activities. Prepare reports, briefings, and documentation for leadership, NWS stakeholders, and interagency partners.   Regulatory & Compliance Oversight Ensure adherence to federal requirements, NEPA, local zoning rules, environmental regulations, and utility right‑of‑way protocols. Work closely with NOAA attorneys, contracting officers, and property specialists to maintain compliance and mitigate risk.   Required Qualifications B.A. in Business Management, Facilities Management, or a related field. Work experience can be substituted for the degree. Minimum of 5 years of relevant work experience in right‑of‑way acquisitions, land negotiations, or real property management. Background in public utilities, telecommunications infrastructure, GSA, or similar federal real estate environments. Working understanding of engineering vocabulary, radar infrastructure considerations, and technical project timelines. Demonstrated experience in project management, ideally with PMP‑style or federal PM frameworks. Familiarity with environmental permitting, zoning, land‑use planning, and site feasibility assessment. Strong communication skills and business‑minded ability. Ability to coordinate across multidisciplinary federal teams, contractors, and external partners. Certified Facilities Manager (CFM) and/or Master of Corporate Real Estate (MCR) certifications a plus.
