FMS Case Manager Specialist  ASRC Federal is seeking qualified candidates to support our CECOM ASIC ARAT Electromagnetic Warfare (EW) program. The U.S. Army Communications-Electronics Command (CECOM) Software Engineering Center, now known as the Army Software & Innovation Center (ASIC), is headquartered at Aberdeen Proving Ground, Maryland, and serves as the Army's hub for rapid, DevSecOps-driven software development and digital modernization. ASIC delivers secure, mission-critical software and capabilities supporting C5ISR systems, enterprise applications, and Electromagnetic Warfare operations. Within ASIC, the Army Reprogramming Analysis Team (ARAT) is responsible for the rapid analysis, development, testing, validation, and distribution of EW mission software and data. ARAT ensures Army and Joint forces can rapidly adapt to evolving electromagnetic threats through continuous software delivery, automated testing, and modern EW reprogramming pipelines. Role Summary Manages Foreign Military Sales (FMS) cases supporting EW systems and partner nations. Supports the approximately 50 active FMS cases under ARAT, covering case finance management, Pricing & Availability development, GFEBS interaction, funding requests, and equipment shipping/receiving coordination. Key Responsibilities •  Manage FMS cases including creating Pricing and Availability (P&As) •  Manage case finances and produce funding requests •  Coordinate equipment shipping and receiving across partner nations •  Provide FMS customer functional assistance to external organizations including executive-level briefings •  Develop information papers and case status reporting •  Interact with FMS Partner Nations on behalf of the Government Minimum Qualifications •  Bachelor's Degree in Business or Professional discipline or 4 additional years of equivalent combination of education and experience  •  Must live within 50 miles of Aberdeen Proving Ground, Maryland for occasional onsite meetings •  5 years of experience interacting with FMS Partner Nations •  Demonstrated capability managing FMS cases including P&A creation, case finances, GFEBS, and funding request development •  Strong writing and verbal communication skills •  Familiarity with Defense Security Cooperation Agency (DSCA) strategy, policy, and regulation •  Knowledge of GFEBS (General Fund Enterprise Business System) •  Active Secret security clearance •  Required to obtain SCW (Security Cooperation Workforce) Level 1 certification Preferred Qualifications •  SCW Level 1 certification already in hand •  Prior FMS experience with EW or Army aviation systems •  Experience supporting cases with key partner nations (NATO allies, Pacific allies)   Why ASRC?  As a wholly owned subsidiary of Arctic Slope Regional Corporation, an Alaska Native Corporation, we are inspired by the Iñupiat culture.
