ASUS is seeking a highly experienced Senior Human Resources Specialist to serve as the functional owner of the Company’s benefits, leave of absence programs, workplace safety, workers’ compensation, and HR operational compliance infrastructure.

This role operates as the primary HR authority for assigned functional areas, responsible for end-to-end program governance, regulatory compliance, vendor performance management, and HR system integrity. The ideal candidate is highly analytical, operates with a high degree of independence, and is comfortable managing complex, multi-variable HR programs that require interpretation of policy, law, and operational constraints.

This is a high-accountability individual contributor role requiring deep technical expertise across HR compliance, benefits administration, leave law interpretation, and risk-sensitive operational processes.

What We Offer

Own end-to-end administration and governance of all employee benefit programs, including medical, dental, vision, life, disability, FSA/HSA, COBRA, and voluntary benefits
Manage complex eligibility scenarios, carrier integrations, payroll coordination, and data reconciliation across HRIS and vendor systems
Lead monthly audit and reconciliation of benefits data across carriers, payroll, and internal systems, ensuring financial and compliance accuracy
Own annual open enrollment execution, including system configuration, compliance validation, communications strategy, and post-enrollment audit
Lead annual renewal analysis including benchmarking, utilization review, and recommendation development for leadership decision-making
Manage external broker and carrier relationships, including escalation resolution and performance oversight
Ensure full compliance with ACA, ERISA, COBRA, HIPAA, and applicable regulatory frameworks
Own workers’ compensation program administration, including claim oversight, vendor coordination, and return-to-work program governance
Analyze claim trends and identify risk mitigation opportunities to reduce incidents and organizational exposure
Oversee workplace safety compliance programs, training requirements, and regulatory reporting obligations
Partner with Facilities and IT to ensure execution of safety, emergency preparedness, and compliance training frameworks
Maintain audit-ready documentation for all safety and workers’ compensation activities
  • Independently administer complex, multi-jurisdictional leave programs including FMLA, CFRA, ADA accommodations, PDL, PFL, and company policies
  • Evaluate leave eligibility and interpret documentation in alignment with federal and state regulatory requirements
  • Manage high-complexity leave cases including overlapping disability, accommodation, and workers’ compensation interactions
  • Coordinate cross-functional execution with Payroll, legal resources, and third-party administrators
  • Ensure compliance accuracy, documentation integrity, and consistent application of leave policies across all cases
  • Own HR operational integrity across benefits, leave, safety, and employee lifecycle processes
  • Ensure HRIS data accuracy through continuous auditing, validation, and system-level reconciliation
  • Lead compliance audits across assigned functional areas and implement corrective actions where needed
  • Monitor legislative and regulatory changes and translate them into operational policy and process updates
  • Develop and maintain standardized operating procedures and governance documentation for HR operations
  • Identify operational risk areas and implement process improvements to strengthen compliance and efficiency
  • Serve as primary HR contact for external vendors including carriers, brokers, and third-party administrators
  • Evaluate vendor performance and drive issue resolution for complex escalations
  • Develop HR metrics and reporting frameworks covering benefits cost, leave utilization, and safety trends
  • Provide data-driven insights and recommendations to support HR and business decision-making

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field preferred
  • 6–10 years of progressive HR experience with deep specialization in benefits administration, leave management, HR compliance, HR operations, and workers’ compensation
  • Strong expertise in federal and California employment law (FMLA, CFRA, ADA, ACA, COBRA, HIPAA, ERISA, OSHA)
  • Demonstrated experience managing complex HR programs with regulatory and financial exposure
  • Advanced HRIS proficiency (ADP Workforce Now preferred) and strong Excel/data analysis skills
  • Strong analytical judgment, confidentiality, and stakeholder management capability
  • Ability to operate independently in high-accountability functional ownership roles

Working Conditions:

  • Office Only: Typically works in an office environment
  • Requires sitting, operating a computer keyboard, telephone and other office equipment for extended periods of time 
  • Ability to lift up to 25 lbs. occasionally 

$85K~$110K annually is the estimated base pay range for this role working in Fremont, California office. The final amount will be determined based on the qualifications & experience of the candidate relative to the role.
