The Assistant Deputy Mayor for Health and Human Services (HHS) serves as a key member of the Mayor’s executive leadership team, reporting to the Deputy Mayor for Health and Human Services. This individual plays a critical role in advancing the City’s efforts to improve health and social outcomes across a broad portfolio that includes the Baltimore City Health Department (BCHD), Mayor’s Office of Homeless Services (MOHS), Mayor’s Office of Children and Family Success (MOCFS), Mayor’s Office of Older Adults Affairs and Advocacy (MOAAA), and the Baltimore City Mayor’s Office of Overdose Response (BCMOOR) with a specific focus on the Mayor’s Youth Focused Initiatives.
Strategic Policy and Program Leadership
- Collaborate with City agency leadership to support the design, implementation, and alignment of health and social service programs including the Mayor’s Summer Youth Engagement Strategy.
- Coordinate efforts across agencies to ensure cohesive and comprehensive service delivery and identify opportunities for collaboration and innovation especially as it relates to Baltimore City Youth.
- Support the Deputy Mayor in identifying emerging issues and developing data-informed strategies that drive systemic improvements in health and human services for Baltimore City especially as it relates to Youth.
Stakeholder Engagement and Communication
- Serve as a liaison between City Hall and agency leadership, community partners, advocacy groups, and state/federal agencies on issues related to health, human services, and youth in Baltimore City.
- Represent the Deputy Mayor/Mayor in meetings, working groups, and community forums as needed.
- Communicate updates and recommendations clearly and concisely to the Deputy Mayor/Mayor and other senior leaders.
Operational and Administrative Support
- Monitor agency performance and key initiatives, providing timely analysis and recommendations to improve impact and effectiveness.
- Assist in preparing reports, presentations, and materials for internal and external audiences, including the Mayor, City Council, and the public.
- Effectively lead cross-agency task forces and initiatives, advisory bodies, and emergency response efforts.
Requirements

This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
