A Procurement Specialist I reviews, analyzes, negotiates and processes requisitions for the purchase of a wide variety of supplies, equipment, furniture, and other commodities and or services used by City agencies. Work of this class involves no supervisory duties or responsibilities.
Employees receive moderate supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office setting where there is no exposure to environmental hazards. Work requires minimal physical exertion.
Requirements
~1 min readCombination of education (not less than high school diploma/GED) and 5 years of experience within the previous 10 years. A minimum of 50% of the required years of experience must be in government or public sector.
Employees in this classification must take and pass the Universal Public Purchasing Certification Council (UPPCC) test for certification as a Certified Professional Public Buyer (CPPB) within four years of hiring; failure to pass the test for certification is grounds for dismissal.
Knowledge of the theories, principles and practices of public procurement.
Knowledge of procurement laws, regulations and policies.
Knowledge of English usage, grammar and writing techniques.
Ability to communicate effectively both orally and in writing.
Ability to write commodity and service specification contracts.
Ability to investigate, analyze, negotiate and resolve non-complex commodity and service problems between user agencies and vendors.
Ability to locate sources of supply and to obtain competitive bids.
Ability to establish and maintain effective working relationships with vendors and contractors, City agency personnel, associates, and the general public.
Ability to maintain records and write reports.
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
All persons, including current City employees, selected for this position must complete a mandatory six-month's probation.
Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
