Facility Planner

This position supports NAVFAC EURAFCENT facilities, construction, and program requirements. The selected candidate will work as part of a multidisciplinary team supporting U.S. Navy and Department of Defense projects in Europe. The employment arrangement will depend on the candidate’s work authorization and confirmed SOFA eligibility. Candidates who are not eligible for SOFA status will be employed locally through a third-party employer of record.

The Facility Planner supports installation and regional planning for Navy and Marine Corps facilities. The role develops and coordinates facility-planning products, master-planning studies, project documentation, real-estate actions, and capital-investment recommendations. This is a full-time, primarily on-site position located in Naples, Italy.

• →Develop and update area development plans, installation development plans, capital improvement plans, basic facility requirements, facility planning documents, special studies, and DD Form 1391 project documentation
• →Prepare site planning analyses and site approval packages and coordinate host nation, real estate, environmental, public works, utility, safety, and antiterrorism requirements
• →Support space assignments, sustainment, restoration and modernization planning, DD Form 1354 actions, energy and economic analyses, parametric estimates, and business case evaluations
• →Integrate installation requirements into regional and enterprise planning priorities, investment plans, and programming submissions
• →Lead or coordinate multidisciplinary planning teams and engage installation personnel, commands, facility users, engineers, architects, environmental staff, and other stakeholders
• →Review master plans, land use plans, encroachment and compatibility analyses, urban development proposals, and infrastructure requirements
• →Use GIS and Navy planning and asset management systems to analyze, document, and communicate facility conditions and requirements
• →Prepare technical reports, briefings, presentations, maps, and recommendations

• Legal Work Authorization: Must already have the legal right to work in the country of the assigned duty station; U.S. visa or SOFA-status sponsorship is not available
• Experience supporting DoD, Navy, another government agency, or a comparably complex public-facilities organization
• Knowledge of facility-planning principles, multidisciplinary design and construction, applicable building and life-safety codes, and host-nation planning requirements
• Proficiency with GIS, Microsoft Office, and relevant planning, design, or asset-management software
• Ability to develop scopes, budgets, schedules, alternatives, cost analyses, and executive-level planning recommendations
• Professional English proficiency; CEFR B2 or higher is required, with C1 preferred
• AICP certification, professional engineer registration, or registered architect license
• Experience with NAVFAC planning products and systems such as iNFADS, eProjects, SFPS, or equivalent tools
• Experience with NATO, SOFA, host-nation, or overseas military-installation planning

• Bachelor’s or master’s degree in planning, engineering, architecture, or an internationally equivalent field.
• At least ten years of professional, code-compliant facility-planning experience involving real-estate actions, installation or master planning, site planning, capital planning, or closely related government-facility work.
