The Global Trade Compliance Specialist is responsible for ensuring the compliant, efficient, and timely import of products and materials into the United States. This role supports BD's global supply chain operations through customs compliance, import execution, broker management, regulatory coordination, and trade program administration.
The successful candidate will serve as a key resource for import compliance, customs regulations, HTS classification, Partner Government Agency (PGA) requirements, and broker performance management while partnering with internal stakeholders, suppliers, customs brokers, and government agencies to facilitate compliant international trade operations.
Responsibilities
~1 min read- Manage import transactions to ensure the timely and compliant clearance of products and materials into BD facilities and customer locations.
- Classify imported products using Harmonized Tariff Schedule (HTS) codes in accordance with U.S. Customs regulations.
- Determine and maintain accurate Partner Government Agency (PGA) data requirements, including FDA, USDA, EPA, and other applicable agencies.
- Collaborate with Regulatory Affairs and business subject matter experts to obtain product information required for HTS classification and PGA compliance.
- Review commercial invoices and import documentation to ensure compliance with U.S. Customs requirements and resolve discrepancies as needed.
- Provide clearance instructions to customs brokers and facilitate the release of shipments held by Customs, FDA, or other government agencies.
- Communicate import requirements and documentation expectations to suppliers and vendors.
- Manage imports under tariff mitigation programs, including:
- First Sale for Export (FSFE)
- Nairobi Protocol
- Temporary Import Bond (TIB)
- Interpret import regulations and provide guidance to support compliant business operations and trade strategies.
- Conduct import entry audits and post-entry reviews to ensure compliance, broker declaration accuracy, and proper record retention.
- Support continuous improvement initiatives related to import compliance and trade processes.
- Manage customs broker relationships and monitor service performance.
- Ensure customs brokers understand and execute BD import procedures and Standard Operating Procedures (SOPs).
- Oversee Importer Security Filing (ISF) compliance and broker performance.
- Address operational issues impacting shipment clearance, compliance, or service levels.
- Maintain and update broker import SOPs as regulatory or business requirements change.
- Manage import-related EDI transactions and troubleshoot system-related issues.
- Partner with Global Transportation, Procurement, Regulatory Affairs, Distribution Centers, Master Data Management, and other stakeholders to ensure import compliance requirements are met.
- Support the development and implementation of standardized import processes across BD business units.
- Utilize ERP and Global Trade Management (GTM) systems to support import operations and trade compliance activities.
Requirements
~1 min read- Bachelor's degree.
- 3–5 years of experience in global trade compliance, import operations, customs brokerage, or a related international trade function.
- Strong knowledge of:
- U.S. Customs regulations
- HTS Classification
- Customs Valuation
- Incoterms
- Import Documentation Requirements
- FDA and Partner Government Agency import requirements
- Experience working with ERP systems such as SAP and Global Trade Management (GTM) software.
- Strong analytical, organizational, and problem-solving skills with exceptional attention to detail.
- Excellent written and verbal communication skills with the ability to effectively communicate across multiple functions, cultures, and organizational levels.
- Ability to manage multiple priorities in a fast-paced environment.
- Proficiency with Microsoft Office applications, particularly Excel.
- Must hold a current U.S. Customs Broker License (CBL) or be actively pursuing one, including:
- Preparing to enroll in Customs Broker License coursework.
- Currently enrolled in Customs Broker License training or coursework.
- Recently completed Customs Broker License preparation coursework and planning to sit for the examination.
- Applicants must be authorized to work for ANY employer in the United States. We are unable to sponsor or take over sponsorship of an employment visa at this time.
- Experience in medical device, pharmaceutical, healthcare, or other regulated industries.
- Experience managing customs brokers and third-party logistics providers.
- Experience supporting import audits and post-entry reviews.
- Knowledge of EDI transactions and trade-related system integrations.
- Familiarity with tariff mitigation programs including FSFE, Nairobi Protocol, and TIB.
- Strong understanding of global trade compliance and customs regulations.
- Ability to balance compliance requirements with supply chain and business objectives.
- Proactive approach to identifying and resolving import-related issues.
- Strong relationship-building skills with customs brokers, suppliers, regulatory agencies, and internal stakeholders.
- Data-driven mindset with a focus on continuous improvement.
- Commitment to operational excellence, compliance, and customer service.
- Ability to work independently while collaborating effectively across global and cross-functional teams.
