Belvoir · Work Type: Hybrid – 3 onsite, 2 remote IT Portfolio Consultant - DoD Financial Management IT Portfolio. BizFirst is assisting our client with recruiting an IT Portfolio Consultant. This position will help the client analyze DoD's current financial management (FM) IT footprint to identify ways to streamline and modernize it, as well as develop performance metrics for and monitor compliance with applicable regulations. Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation. What will you do As an IT Portfolio Consultant, you will support the customer mission to enhance and implement policies and processes that improve, standardize, and simplify the business and systems environment so it is more capable and cost-effective. You will analyze portfolio and information systems data, develop recommendations, support compliance monitoring, and prepare communications for senior leadership. Responsibilities: · Analyze the current state of DoD's FM IT portfolio, gather and report on the status of corrective actions and retirement, and develop recommendations for the future state. · Analyze information systems data to identify trends and anomalies, draw insights, and develop recommendations for future actions. · Inventory FM IT compliance requirements to DoD business systems, such as the Federal Financial Management Improvement Act (FFMIA), including developing assessment criteria and performance and reporting metrics. · Draft white papers, presentations, narratives, strategic communications, and related materials for senior leadership. · Provide meeting support, including briefing preparation and stakeholder outreach. Requirements: · U.S. Citizen. · Active Secret clearance or higher. · Bachelor's degree in a field related to the tasking. · 5 years of consulting experience supporting customers in the federal government. · 2 years of experience working in at least two of the following Department of Defense systems, including extracting and/or analyzing data from them: DoD Information Technology Portfolio Repository (DITPR); Defense Information Technology Investment Portal (DITIP); Enterprise Mission Assurance Support Service (eMASS). · Experience developing and delivering briefings to executive leadership audiences, including creating narratives, talking points, and graphics from a range of information sources. · Experience creating white papers, position papers, guidance, and/or strategic communication documents. Preferred Qualifications: · Ability to work independently, identifying and resolving issues as they arise. · Ability to shift tasks quickly to align with emerging priorities and meet short-fused deadlines. · Experience implementing, executing, and/or testing internal controls required by FFMIA, including developing testing and/or compliance criteria. · Experience entering, extracting, and/or analyzing financial audit systems/datasets in the FIAR Systems Database and/or the Notification of Findings and Recommendations (NFR) Database or similar platforms/information repositories. · Experience reviewing or assessing the Standard Financial Information Systems (SFIS) compliance of financial systems. · Proactive communicator who adjusts messaging depending on level of audience. · Interest in proactive problem solving.
