This role is part of Facilities, Maintenance, Security & Operations (FMSO), the organization responsible for the design, construction, operation, and maintenance of the facilities and infrastructure that enable Blue Origin's mission across all sites. This includes new facility construction, capital renovations, and infrastructure build-outs supporting production ramp, test operations, and launch vehicle programs including specialized infrastructure.

This role supports the FMSO Construction vertical, which is responsible for delivering capital construction projects safely, on schedule, and on budget across all Blue Origin locations. This position reports directly to the Sr. Director of Construction and support FMSO’s goals and strategic objectives. This role also maintains a close key partnership with FMSO leadership, ensuring construction program status, risks, and priorities stay tightly aligned with the FMSO-wide program management rhythm, portfolio reporting, and leadership communications while providing field-level execution status, progress, and issues that this role rolls up into program-level schedule, budget, and risk reporting for leadership.

• →Apply advanced professional expertise in the practical application of project management discipline across the full construction development cycle
• →Develop and implement advanced process improvement techniques for construction program delivery
• →Ensure all project control systems within the scope of assigned projects are in place and integrate project data for decision-makers
• →Lead others and direct all phases of assigned cross-organizational construction projects, including coordination across Construction Managers
• →Identify key stakeholder project-specific objectives and requirements; ensure assigned individuals are executing identified and assigned complex tasks with appropriate tracking and reporting per plan
• →Develop and manage relationships within and outside the immediate team, representing FMSO as the prime point of contact on construction projects requiring coordination between organizations (engineering, procurement, EH&S, general contractors, subcontractors)
• →Regularly collaborate with key contacts outside own area of expertise (engineering, EH&S, procurement) to develop solutions reviewed by senior program and technical leaders
• →Support peer and project reviews throughout FMSO and provide performance assessment to appropriate leadership
• →Mentor Project and People Managers and other project personnel; responsible for reviewing and validating the accuracy of field-level reporting rolled into program status
• →Develop advanced solutions to complex construction problems requiring ingenuity, creativity, and innovation, where analysis of schedule, cost, or field-condition data requires in-depth evaluation of variable factors
• →Use advanced judgment in selecting methods and techniques for resolving construction issues, weighing trade-offs between low, medium, and high-performance measures
• →Lead anomaly investigations, root cause analyses, and development of recovery plans for schedule or cost deviations
• →Identify lessons learned and historical reporting to incorporate into future construction project plans

• B.S. degree or equivalent experience in Construction Management, Engineering, Architecture, Business, or related disciplines
• 8+ years of experience planning and managing construction projects/programs, including managing requirements, priorities, scope, schedule, integration, and cost in a capital delivery environment
• Demonstrated experience tracking and improving construction schedule performance and cost/rate management
• Demonstrated ability to develop and execute project plans across all phases (Initiating, Planning, Execute & Complete, Close-out) in accordance with accepted project management industry standards
• Able to quickly build and navigate a professional network within the organization, including interfacing with Construction Managers, architects, engineers, general contractors, subcontractors, procurement/buyers, other TPMs, and support personnel
• Experience with P6 Primavera, MS Project, or similar scheduling software packages
• Excellent written, communication, and presentation skills
• Comfortable in a fast-paced, dynamic environment
• Self-starter, strong bias for action and sense of ownership
• Attention to detail and high level of accuracy
• Ability to balance technical, business, and organizational influences
• Demonstrated history of independent work, foreseeing problems, delivering on commitments, and accountability
• Ability to coordinate across multiple field construction leads and synthesize field-level input into program-level status

• Master's degree in construction management, engineering, business, or project management
• Experience with facility construction or infrastructure delivery supporting manufacturing, test, or launch operations environments, including specialized infrastructure such as launch pads, test stands, or similar
• Experience coordinating design, permitting, and construction phases for industrial or high-bay facilities
• Demonstrated success working with general contractors, subcontractors, and field construction leadership to ensure on-time, on-budget delivery of high-quality construction
• Knowledge of building systems and infrastructure, such as MEP, structural, and site utilities, including construction-specific scheduling and cost tracking tools
• Program Management Professional (PMP) certification and Earned Value Management System (EVMS) experience; experience with critical path scheduling, risk management, and cost account management such as EVM
• Experience overseeing or coordinating the work of field construction superintendents/managers across multiple concurrent projects
