POSITION SUMMARY

The Advisor, Emergency Management and Business Continuity (EMBC) is responsible for developing, implementing, and improving the organization’s emergency management and business continuity programs to ensure preparedness, response, and recovery from emergencies and disruptions, managing program governance, emergency readiness, business continuity planning, training, and integration with enterprise risk management in alignment with industry standards and regulatory requirements

KEY RESPONSIBILITIES

Program Management and Governance

  • Advance, implement, and maintain the EnPower Emergency Management Program (EMP) and Business Continuity Plan (BCP) in alignment with industry standards (CSA, ISO, BCI, DRI) ,  and regulatory requirements (AER and ECCC). 

  • Establish and maintain program frameworks, policies, procedures, and standards. 

  • Conduct regular plan reviews, updates, and quality assurance to ensure audit readiness. 

  • Support internal and external audits, regulatory submissions, and compliance reporting.

  • Perform project and program management activities, including planning, scheduling, tracking, and budgeting.

  • Coordinate cross-functional stakeholders to deliver program objectives on time and within scope.

 

Emergency Management & Response Readiness

  • Facilitate emergency preparedness, response, and recovery planning across EnPower facilities and at the Corporate level. 

  • Support activation and operation of Incident Command System (ICS) structures and Emergency Operations Centre (EOC), as required. 

  • Develop and maintain emergency response plans, hazard/risk assessments, and response strategies. 

  • Provide advisory support during emergency events, including coordination, documentation, and post-incident reviews.

Business Continuity Planning

  • Lead Business Impact Analyses (BIA) and risk assessments to identify critical functions, dependencies, and recovery priorities.

  • Develop recovery strategies, including manual workarounds, alternate sites, and resource requirements.

  • Ensure integration between business unit continuity, IT disaster recovery, and cyber security planning.

  • Monitor and report on continuity readiness and capability maturity as the program progresses. 

Training, Exercises & Awareness

  • Facilitate emergency response and business continuity program orientations, training, and exercises including the design and delivery of tabletop, functional, and full-scale exercises to validate plans, capabilities, and regulatory requirements. 

  • Develop exercise reports, lessons learned, and corrective action plans.

  • Promote organizational awareness and preparedness culture through targeted engagement activities.

 Enterprise Risk Integration

  • Link emergency management and business continuity efforts to the Enterprise Risk Management (ERM) program.

  • Support identification, assessment, and mitigation of operational and strategic risks.

  • Provide input into risk registers, risk ownership alignment, and mitigation planning.

  • Contribute, when requested, to the development of risk reporting for executive leadership and governance committees.

 

REQUIREMENTS

  • Post-secondary degree in Emergency Management, risk Management, Safety, Engineering, Business, or related discipline

  • 5-10 years of progressive experience in emergency management and/or business continuity

  • Experience with CSA, ISO, BCI, DRI

  • Program management, risk analysis, stakeholder engagement, training facilitation, and executive-level communication

  • Organized, proactive, resilient, and capable of operating in high-pressure environments.
