- Bachelor’s degree in Accounting, Business, Finance, or a related field.
- Eight (8) or more years of experience in fiscal operations and/or finance and accounting including two (2) to four (4) years of supervisory experience.
- CPA certification preferred.
- The Controller is responsible for the integrity, accuracy, and timeliness of the association's financial reporting, accounting operations, and internal control environment.
- This role leads the accounting function in accordance with U.S. GAAP, Farm Credit Administration (FCA) regulations, and Farm Credit System (FCS) reporting standards, and serves as a key business partner to the CFO on financial strategy, risk management, and regulatory compliance.
- The Controller oversees the general ledger, financial statement preparation, allowance for credit losses (ACL) methodology, and the association's system of internal controls over financial reporting (ICFR).
- Has considerable latitude for decision making in the planning and accomplishment of association goals.
ESSENTIAL FUNCTIONS
- Directs the accounting function for the association to include financial reporting and internal controls. Monitors accounting activity to ensure accuracy and integrity.
- Directs the activities of financial reporting and internal controls team within the accounting department by recommending staffing levels, assigning responsibilities, and making recommendations for budgets, short and long-range plans, programs, and procedures.
- Research complex accounting/tax issues to recommend appropriate accounting treatment and determines the impact on the financial position of the association. Implements new accounting pronouncements as appropriate for the association. Manages issues related to the preparation and filing of the consolidated corporate income tax return to arrive at accurate consolidated balances. Responds to IRS and other inquiries from outside agencies for tax information.
- Establishes and interprets the association’s financial reporting and accounting policy in accordance with GAAP, FCA regulation, reporting requirements of the Funding Corporation, and IRS code. Develops policies and procedures to enhance the accounting system’s internal controls to meet all applicable regulations.
- In conjunction with the Director of Accounting and Financial Reporting coordinates monthly, quarterly, and annual reporting to senior management, board of directors, external stakeholders, and auditors.
- Assists in the selection of staff, providing training and instruction, conducting performance evaluations, overseeing staff to ensure accountability for their areas of responsibility, approving personnel actions and salaries, delegating authority to staff, and determining training needs.
- Ensures that internal control documentation and activities of the Financial Reporting and Accounting teams are maintained to meet the association’s ICFR (Internal Controls over Financial Reporting) and audit objectives.
- Leads remediation efforts for any identified control deficiencies.
- May serve as the association's contact with the external auditor, Prepares the annual financial statements for their review. Prepares interim financial statements.
- Prepares quarterly reporting to the Farm Credit Bank of Texas.
- Works with external/internal auditors to plan their quarterly review and annual audits of the association’s financial data and disclosures.
- Presents information on accounting topics to association personnel as requested and participates in other projects as required.
- General knowledge of accounting/financial systems.
- Strong knowledge of accounting/finance principles (U.S. GAAP).
- Specialized knowledge of cost accounting principles.
- General knowledge of federal and state tax codes.
- Experience with CECL/ACL frameworks is strongly preferred.
- Skill in oral and written communication.
- Intermediate to advanced skill level in Microsoft Office applications.
- Ability to perform intermediate to advanced-level accounting/financial analyses under limited supervision.
