The Manager, Data Systems and Data Management, supports APHL Mozambique in strengthening laboratory data systems, routine reporting, data quality, data visualization, and interoperability. The position provides technical and programmatic coordination for laboratory information system implementation, dashboard development, data governance, and the secure management of laboratory data to support decision-making.

 

The role will continue to support VL, EID, TB, and other priority laboratory dashboards and reports, while also supporting data management activities linked to SIS-LAB implementation and OpenLDR as part of broader national laboratory information system strengthening with MISAU, CDC, and other stakeholders.

 

 

The Association of Public Health Laboratories (APHL) works to strengthen laboratory systems serving the public’s health in the U.S. and globally. APHL’s member laboratories protect the public’s health by monitoring and detecting infectious and foodborne diseases, environmental contaminants, terrorist agents, genetic disorders in newborns and other diverse health threats.

Responsibilities

  • Support the Country Director in coordinating laboratory data management, reporting, visualization, and LIS-related activities required by CDC, MISAU, and other approved stakeholders.
  • Coordinate routine daily, weekly, and monthly reporting, including dashboards and standard reports for VL, EID, TB, and other priority laboratory programs.
  • Support the development, maintenance, and improvement of dashboards, datasets, indicators, data extracts, technical briefs, and routine analytical products.
  • Provide technical support for data quality activities, including completeness, accuracy, consistency, timeliness, validation rules, reconciliation, and follow-up of data issues.
  • Support SIS-LAB implementation from a development and data management perspective, including workflow documentation, reporting requirements, master data alignment, user support, and routine system monitoring.
  • Support OpenLDR implementation as a laboratory data repository, including data aggregation, data standardization, data mapping, integration monitoring, and national-level reporting outputs.
  • Assist with interoperability activities involving laboratory systems and approved national platforms, including SIS-LAB, OpenLDR, SIS-RME, DHIS2/SISMA, and other relevant systems.
  • Develop and maintain procedures for data sharing, access control, confidentiality, backup, data protection, incident follow-up, and secure management of laboratory databases and dashboards.
  • Work with LIS support teams, data management staff, vendors, contractors, and implementation partners to resolve data-related problems and coordinate system improvements.
  • Support training, mentoring, and transfer of skills to APHL, MISAU, and laboratory staff on data use, dashboards, reporting tools, data quality, and routine system operations.
  • Collect and analyze indicators to monitor the performance and effectiveness of data management operations, reporting processes, and technical assistance activities.
  • Perform administrative duties associated with APHL country activities and support other technical assistance activities as assigned.
  • Routine laboratory dashboards, reports, and data extracts for VL, EID, TB, and other priority programs.
  • Data quality reports, reconciliation summaries, issue trackers, and corrective action follow-up documentation.
  • Data dictionaries, indicator definitions, mapping tables, and reporting requirements for laboratory data flows.
  • SOPs, technical notes, and user support materials for data management, reporting, dashboards, and system operations.
  • Implementation updates and technical inputs related to LIS, SIS-LAB, OpenLDR, and interoperability activities.

Requirements

  • In-country travel anticipated 15%
  • Substantial knowledge of laboratory information systems, data management, data visualization, laboratory workflows, and public health reporting requirements.
  • Bachelor’s degree or equivalent education in Computer Science, Information Systems, Health Informatics, Data Science, Statistics, Public Health, Laboratory Sciences, or a related field.
  • Minimum of three years of progressive and relevant experience in data management, laboratory information systems, health information systems, dashboards, reporting, or data quality. An advanced degree may substitute for up to one year of work experience.
  • Experience with Python, JavaScript, Ruby, SQL, and relational databases such as SQL Server, MySQL, or PostgreSQL; ability to validate data, troubleshoot data issues, and support reporting datasets.
  • Experience with data visualization tools such as Power BI, Metabase, Apache Superset, or equivalent platforms.
  • Familiarity with interoperability concepts and tools such as APIs, HL7/FHIR, CSV, JSON, XML, DHIS2/SISMA or other national health information systems is desirable.
  • Knowledge of LIS/data repository platforms is an advantage, but the position remains primarily focused on data management, reporting, and system strengthening.
  • Strong analytical, documentation, coordination, communication, and problem-solving skills, with the ability to work with both technical and non-technical stakeholders.
  • Professional working proficiency in Portuguese and English is preferred.
APHL Week is a Conference/Convention that is held at the APHL Home Office (Bethesda, MD). This event is mandatory for all employees to attend. Travel and lodging will be reimbursed by APHL.
