Catholic Charities of Baltimore, Weinberg Housing and Resource Center is seeking a Case Manager Supervisor to provide leadership and oversight for case management services within assigned program areas, supporting staff, strengthening service delivery, and ensuring clients are connected to appropriate resources. This role promotes consistent, high-quality case management through supervision, training, performance support, documentation review, data integrity, and timely reporting in alignment with Catholic Charities standards and applicable funder, agency, and program requirements. The work schedule is Monday to Friday 9 AM - 5 PM.

Catholic Charities of Baltimore Weinberg Housing and Resource Center is a low-barrier emergency shelter that provides homeless services to over 275 adult men and women each night in the City of Baltimore. Our services include shelter, convalescent care, breakfast and dinner, showers, laundry, case management and a variety of life skills and empowerment classes – with a focused goal of assisting residents in obtaining permanent housing.

 

Responsibilities

  • →Leads and manages program staff through hiring support, orientation, training, supervision, coaching, performance evaluation, corrective feedback, and ongoing development to promote high-quality service delivery.
  • →Assigns, monitors, and reviews staff work to ensure case management practices are timely, consistent, client-centered, and aligned with program, funder, and agency expectations.
  • →Oversees case management operations, including documentation review, case plan monitoring, service coordination, and compliance with record-keeping standards to support positive client outcomes.
  • →Provides direct client service support as needed, including carrying an assigned caseload, coordinating referrals, advocating for client needs, and connecting clients with appropriate community resources.
  • →Collaborates with Case Managers, Crisis Prevention Coordinators, Housing Specialists, and community partners to maintain current resource information for health, mental health, substance use, education, employment, housing, and related support services.
  • →Maintains compliance with applicable agency policies, funder requirements, confidentiality standards, mandated reporting obligations, documentation timelines, and data quality expectations.
  • →Prepares, reviews, and submits required program reports accurately and on time, ensuring data is complete, reliable, and aligned with funder, agency, and program requirements.
  • →Monitors data integrity by reviewing database entries for accuracy and completeness, identifying and resolving data quality issues, and supporting reporting, compliance, program evaluation, and informed decision-making.
  • →Exercises sound judgment in day-to-day supervision, service coordination, documentation review, and prioritization of urgent client or program needs; consults with program leadership on complex service concerns, employee relations matters, safety issues, and situations that may create legal, ethical, or compliance risk.
  • →Escalates compliance concerns, safety issues, service barriers, and other significant program matters to appropriate program leadership in a timely manner.
  • →Performs other duties as assigned.
  • Oversees WHRC-specific ClientTrack and ServicePoint requirements, including case notes, reports, entries and exits, annual updates, client goal progress, and documentation required for MOHS and other reporting expectations.
  • Supports program performance goals by ensuring 55% of clients served transitioned to permanent housing.
  • Monitors and supports program performance to achieve a high level of performance on quarterly MOHS report cards and address identified areas for improvement.
  • Supports WHRC’s employment outcome goal by coordinating employment-focused referrals and resource connections designed to increase employment opportunities for clients served by 20%.
  • Resolves WHRC-specific ClientTrack data quality issues, including duplicate entries and incomplete records, to support accurate quarterly reporting and strong MOHS report card performance.
  • Driving (Agency and/or personal vehicle) is required for this position. Driver must be at least 21 years of age, with a minimum of 2 years of driving experience, and a valid driver’s license issued by the state of residence. There can be no state issued restrictions on the licenses that would impede drivers’ ability to operate the vehicle as required by the Agency, and there must not be more than three (3) points on their driving record.

Requirements

  • Bachelor’s degree in human services, social work, psychology, counseling, public health, human services administration, or a related field required.
  • Four (4) years of related case management, human services, social services, housing, immigrant services, or comparable experience required, including at least two (2) years in a supervisory, lead, or staff oversight capacity.
  • Experience with program reporting, database documentation, funder compliance, trauma-informed service delivery, crisis response, community resource coordination, and supervision of case management or direct service staff.
  • Flexibility may be required to work beyond standard hours, including weekends and holidays, as needed.
  • Positioning oneself in ways to accomplish tasks in various environments, including navigating tight or confined spaces as needed to complete job responsibilities.
  • Remaining in a stationary position, which may involve standing or sitting for extended periods, as required to complete tasks or duties associated with the role.
  • Moving about to accomplish tasks or transitioning between different work sites, which may involve walking, standing, or traveling to various locations as required by the role.
  • Engaging in communication with others to exchange information, which may involve speaking, listening, writing, or using electronic communication methods to ensure clear and effective understanding. This includes both verbal and non-verbal interactions with colleagues, clients, or external parties.
  • Repetitive motions involving the wrists, hands, and/or fingers, including tasks such as typing, data entry, or handling small objects. These repetitive activities may occur throughout the workday and require attention to ergonomics to ensure comfort and minimize strain.
  • Assessing the accuracy, neatness, and completeness of assigned work to ensure it meets quality standards and adheres to established guidelines.
  • Hearing and vision abilities, with or without correction, sufficient to drive safely and effectively observe and communicate with others.
