Classification Summary:
The individual in the position allocated to this class supervises and provides leadership for the Energy Control Center (ECC) and efficient real-time operation of Clay Electric Cooperative’s electric transmission, substation and distribution systems. Primary responsibilities include supervision and development of Power System Operators (PSOs); system monitoring and control; transmission, substation and distribution switching; outage and emergency response; operator training and qualification; and oversight of operating procedures and Energy Control Center (ECC) technologies.
The Energy Control Supervisor provides technical and operational leadership during normal, abnormal and emergency system conditions; and coordinates system operations across the Cooperative and Clay Electric’s generation and transmission provider Seminole Electric Cooperative, neighboring utilities such as Florida Power & Light (FPL), Duke Energy of Florida (DEF), Gainesville Regional Utilities (GRU) and other applicable entities.
Work is performed under the general direction of the Division Manager of Substation Engineering and System Operations who evaluates performance through the review of operating performance, reports, system events, employee development, reliability results and achievement of established goals and objectives.
Essential Job Functions

- Provides Supervision. Supervises and provides direction to Power System Operators (PSOs) and other assigned ECC personnel responsible for the continuous monitoring and operation of the Cooperative’s transmission, substation and distribution systems. Establishes work priorities, coordinates staffing and schedules, evaluates performance and ensures adequate qualified personnel are available to support twenty-four (24) hour system operations.
- Oversees Real-Time System Operations. Provides leadership and technical oversight for the safe, reliable and efficient real-time operation of the Cooperative’s electric system. Ensures operators maintain appropriate situational awareness of system loading, voltage conditions, equipment status, alarms, outages, transmission interfaces, and abnormal system conditions. Provides direction during equipment failures, transmission disturbances, major outages, and other significant operating events.
- Oversees System Switching and Clearances. Provides direction and oversight for transmission, substation, and distribution switching activities. Reviews complex or unusual switching procedures and ensures switching, tagging, clearances, and related activities are performed in accordance with the Cooperative’s procedures and applicable safety requirements. Establishes and maintains appropriate operator switching qualifications and levels of authority.
- Develops and Trains Energy Control Center Personnel. Develops, administers, and maintains structured training, progression and qualification programs for Power System Operators (PSOs) and other Energy Control Center (ECC) personnel. Identifies training needs; coordinates classroom, simulator, field and continuing education activities; evaluates operator competency; maintains qualification requirements; and provides coaching, mentoring, and career-development opportunities.
- Directs Emergency and Restoration Operations. Provides Energy Control Center (ECC) leadership during hurricanes, severe weather, major outages, transmission events, and other emergency conditions. Supports implementation of the Cooperative’s Emergency Operations Plan (EOP) when needed.
- Coordinates Transmission, Substation and Distribution Operations. Coordinates planned and emergency system operations across the Cooperative, Seminole Electric Cooperative, Florida Power & Light (FPL), Duke Energy of Florida (DEF), Gainesville Regional Utilities (GRU), and other applicable organizations. Coordinates planned outages, transmission interfaces, equipment clearances, system configurations and restoration activities necessary to maintain safe and reliable service.
- Oversees Energy Control Center Systems and Technology. Provides operational oversight and business input for technologies utilized by the Energy Control Center (ECC), including Supervisory Control and Data Acquisition (SCADA), Outage Management System (OMS), Geographic Information System (GIS) interfaces, Advanced Metering Infrastructure (AMI), telecommunications, radio systems, weather monitoring, and other operational technologies. And supports the evaluation and implementation of future improvements such as distribution automation, distributed energy resources (DER), and other advanced grid technologies.
- Develops Operating Procedures and Standards. Develops, reviews, and maintains Energy Control Center (ECC) operating procedures, switching practices, emergency procedures, desk procedures, operator guidelines, and other operational documentation. Ensures procedures accurately reflect the Cooperative’s facilities, operating practices, safety requirements, and applicable reliability requirements.
- Promotes System Reliability and Continuous Improvement. Reviews system events, outage performance, switching performance, and operating data to identify opportunities for improvement. Works with Engineering, Operations, and other departments to identify system vulnerabilities and improve safety, reliability, restoration performance, and operational efficiency. Participates in event investigations, root-cause analyses, lessons-learned reviews and corrective-action programs.
- Supports Regulatory and Reliability Compliance. Coordinates with appropriate personnel to ensure Energy Control Center (ECC) operations and documentation comply with applicable policies, Occupational Safety & Health Administration requirements, National Electrical Safety Code provisions, North American Electric Reliability Corporation (NERC) Reliability Standards, regional reliability requirements, and other applicable operating requirements. Supports audits, operational reviews, exercises, and compliance activities as required.
- Communicates and Coordinates Operational Activities. Maintains effective communications with Energy Control Center (ECC) personnel, field employees, management, Seminole Electric Cooperative, Florida Power & Light (FPL), Duke Energy of Florida (DEF), Gainesville Regional Utilities (GRU), and other organizations. Provides accurate and timely operational information during significant system events and prepares reports, summaries, and recommendations regarding Energy Control Center (ECC) activities and performance.
- Promotes Safety. Practices and promotes safe work habits on a daily basis while documenting safety activities on the proper forms and staying abreast of and adhering to and enforcing the Cooperative Safety Manual. Is held accountable for their own and their employees' safety performance.
- Other Essential Duties. Each employee is responsible to perform other duties as required to benefit the Cooperative and its members, includes responding to and/or assisting in emergency situations.
Other Job Duties
- Participates in the planning, evaluation, testing, and implementation of new Energy Control Center (ECC) technologies, automation systems, and operating practices.
- Participates in storm drills, system restoration exercises, tabletop exercises, after-action reviews, and other emergency-preparedness activities.
- Assists in the preparation and administration of the Energy Control Center (ECC) budget and makes recommendations regarding staffing, training, technology, equipment, and operational improvements.
- Maintains awareness of changing technologies, regulatory requirements, and industry operating practices affecting transmission, substation, and distribution system operations.
Minimum Training and Experience:
This position requires a Bachelor of Science degree from a regionally accredited college or university with a major in electrical, mechanical or industrial fields, plus certification as a NERC System Operator. This position requires eight (8) years of recent progressively responsible electric utility experience including control center operations, of which three (3) years include supervisory/management experience.
Substitution:
Related electric utility experience may substitute for the required education on a two years for one year basis with an Associate’s degree from a regionally accredited college or university.
Individuals in this position must maintain a valid State of Florida driver's license.
Knowledge, Skills, and Abilities:
Knowledge of the principles and practices associated with the operation of Clay Electric's substations, electric transmission and distribution systems.
Working knowledge of Microsoft Office and the ability to learn and apply software programs to job responsibilities.
Knowledge of electric power system fundamentals; transmission, substation and distribution switching practices; substation equipment; protection and control systems.
Thorough knowledge of SCADA, OMS, AMI, GIS, and other systems and technologies utilized in modern electric utility operations.
Knowledge of system restoration principles, emergency operating procedures, outage management, and restoration prioritization.
Knowledge of applicable NERC Reliability Standards, regional reliability requirements and other requirements applicable to the Cooperative’s system operations responsibilities.
Understanding of OT cybersecurity concepts, secure access practices, and configuration/change management expectations consistent with CIP principles.
Ability to lead employees and make sound operational decisions during emergencies, abnormal system conditions and periods of significant time pressure.
Ability to read and interpret electrical one-line diagrams, system maps, switching orders, relay information, SCADA displays, operating procedures, and technical documentation.
Ability to develop, administer and evaluate Power System Operator training, qualification and continuing-education programs.
Ability to investigate system events, switching errors, operational incidents and near misses, and develop appropriate corrective actions.
Skilled as an effective speaker and writer in order to carry out the internal and external written and oral communication responsibilities of the position.
Ability to develop and effectively administer Cooperative procedures, policies and operating guidelines applicable to Energy Control Center operations.
Ability to develop reports, presentations, procedures and other technical documentation.
Ability to manage multiple priorities and maintain effective situational awareness in a twenty-four (24) hour mission-critical operating environment.
This position requires the employee to be available to perform work after normal working hours and be available for call when necessary. Some outside work is required including switching, patrolling, as well as responding to major system problems.
