The Associate, EPC Procurement, supports competitive bid processes for Engineering, Procurement, and Construction (EPC) contracts across Clearway’s wind, solar, and battery energy storage system (BESS) development and construction portfolio. The Associate will support RFx bidding, vendor award recommendations, contract negotiations, recurring market intelligence on geopolitical and commercial factors, and ongoing contract administration. The Associate will work closely with Project Development, Engineering, Construction, Legal, Finance, and other internal stakeholders to develop EPC RFPs, incorporate market intelligence and vendor inputs into bid evaluation and contracting, and advance vendor selection, bid levelization, negotiations, project initiation, and contract administration.

This position reports to the Senior Manager, Procurement, and is hybrid-based in the Houston, TX; Scottsdale, AZ; Denver, CO; or San Francisco, CA offices. Houston is the preferred location. 

Responsibilities

  • →Support the Senior Manager, Procurement, in achieving the team’s mission and objectives, including development and implementation of sourcing strategies across wind, solar, and BESS EPC projects, including new-build and repower projects
  • →Coordinate competitive RFx bidding and contracting efforts for EPC contracts across wind, solar, and BESS, in coordination with Development, Engineering, Construction, Legal, Finance, and Operations & Management
  • →Conduct EPC bid reviews and EPC Contractor performance reviews to assess contractor risks and opportunities and support strategies to strengthen contractor selection
  • →Conduct bid levelization through Excel workbooks to evaluate baseline variances, identify key cost drivers, and track and report cost movements throughout negotiations
  • →Support negotiations by identifying and mitigating cost, schedule, scope, and commercial risks while ensuring alignment with Clearway policies
  • →Support mitigation of Clearway risks through alignment across major project agreements, including EPC agreements, PPAs, service and maintenance agreements, major equipment agreements, and warranties
  • →Review scopes of supply and scopes of work to identify gaps and ensure interfaces are well-established and understood across EPC and major equipment packages
  • →Support and strengthen strategic relationships with key EPC partners, ensuring effective contract management while actively driving progress toward contracting and project milestones
  • →Interface with EPC Contractors to gather and analyze market intelligence on emerging trends, tariff impacts, supply-chain conditions, and legislative or policy changes that may influence bidding, pricing, and project schedules
  • →Support the development of bidding strategies and the qualification of bidders across the EPC portfolio
  • →Ensure timely and frequent engagement with key cross-functional teams on issues related to wind, solar, and BESS EPC contracts
  • →Support and facilitate internal team resolution on material changes to agreements across both commercial and technical issues
  • →Coordinate with Engineering to gather and maintain specifications, scopes of work, and standards for Clearway’s wind, solar, and BESS projects
  • →Build strong relationships with internal teams and external vendor and contractor partners
  • →Support the project financing process by coordinating inputs from EPC Contractors and cross-functional teams to address independent engineering (IE) and diligence questions
  • →Provide support across the EPC Procurement portfolio, flexing between wind, solar, and BESS projects based on development and execution priorities
  • →Assist in the identification, development, and implementation of contract policies, tools, templates, and processes, including continuous process improvements
  • Bachelor’s degree in economics, finance, procurement and supply chain, engineering, or related field
  • A minimum of two years’ experience with EPC contracting, procurement, commercial management, or negotiations
  • Project management, contracting, procurement, or negotiation experience with large-scale renewable energy or infrastructure projects
  • Excellent written and verbal communication skills, with a strong understanding of contract language and negotiation
  • Ability to travel up to 10%
  • Proficient in Microsoft SharePoint, Microsoft Office Suite (Word, PowerPoint, Excel), OneNote, and document control
  • Two or more years of renewable energy EPC contracting or procurement experience across wind, solar, and/or BESS
  • Experience supporting EPC procurement or contracting across more than one renewable energy technology
  • Experience with wind repower, co-located solar and BESS, or other complex renewable energy projects

The pay rate for the successful candidate will depend on geographic location, skills, relevant and demonstrated experience, education, training and certifications, and other factors permitted by law. This role is eligible to earn an annual cash bonus, subject to personal and company performance goals.

Salary Range Across all U.S. Locations
$95,000—$135,000 USD
