The Digital Construction International Programme (DCIP) is a flagship UK government trade programme that brings together governments, infrastructure owners and industry partners worldwide to advance digital construction. By promoting the adoption of international best practice in information management and BIM, the programme supports improved infrastructure outcomes, knowledge exchange and international collaboration.
We are seeking an experienced Economist to support the Digital Construction International Programme (DCIP), providing economic expertise across monitoring and evaluation, impact assessment and the development of robust government business cases. The role will help demonstrate the value and impact of DCIP’s international activities, strengthen the evidence base for programme decisions and investment, and support the design of future interventions.
The postholder will design and implement proportionate monitoring, evaluation and learning approaches; develop theories of change, logic models, indicators and evaluation frameworks; analyse quantitative and qualitative evidence; assess economic, productivity and wider public and social value impacts; and translate findings into clear recommendations for senior, government and international audiences.
A key requirement is recent, practical experience of developing government-approved business cases in line with HM Treasury Green Book principles and the Five Case Model (with a focus on the strategic and economic cases). This should include options appraisal, economic appraisal, cost benefit analysis, risk and uncertainty, value for money, benefits realisation and preparation of clear evidence for assurance and approval. The role will work collaboratively with DCIP colleagues, delivery partners, government departments and international stakeholders, and will need to communicate complex economic analysis clearly to non-specialists.
